บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นการดำเนินงานการประกันคุณภาพภายใน โดยใช้วงจรคุณภาพของเดมมิ่ง สำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครราชสีมา เขต 7 2) เพื่อออกแบบ สร้าง และประเมินแนวทางการดำเนินงานการประกันคุณภาพภายใน โดยใช้วงจรคุณภาพของเดมมิ่ง สำหรับสถานศึกษาสังกัดสำนักงานเขต พื้นที่การศึกษาประถมศึกษานครราชสีมา เขต 7 กลุ่มตัวอย่าง คือ ผู้บริหารสถานศึกษา และครูผู้สอนที่รับผิดชอบงานประกันคุณภาพภายในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครราชสีมา เขต 7 จำนวน 210 คน โดยการเทียบจำนวนประชากรทั้งหมดกับตารางกำหนดขนาดกลุ่มตัวอย่างของ Krejcie และ Morgan และใช้เทคนิคแบบแบ่งชั้นภูมิ (Stratified Random Sampling) กลุ่มผู้ให้ข้อมูล ได้แก่ ผู้บริหารและครูโรงเรียนต้นแบบระบบประกันคุณภาพภายในสถานศึกษา (IQA AWARD) จำนวน 3 แห่ง และผู้ทรงคุณวุฒิ ผู้ให้การประเมินความเหมาะสมและความเป็นไปได้ของแนวทาง จำนวน 5 คน เก็บรวบรวมข้อมูลโดยใช้แบบสัมภาษณ์ และแบบประเมินความเหมาะสมและความเป็นไปได้ของแนวทาง สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น ผลการวิจัยพบว่า 1. สภาพปัจจุบันของการดำเนินงานการประกันคุณภาพภายใน โดยใช้วงจรคุณภาพของเดมมิ่ง สำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครราชสีมา เขต 7 โดยรวมอยู่ในระดับปานกลาง ส่วนสภาพที่พึงประสงค์ของการดำเนินงานการประกันคุณภาพภายใน โดยใช้วงจรคุณภาพของเดมมิ่ง สำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครราชสีมา เขต 7 โดยรวมอยู่ในระดับมากที่สุด เมื่อเรียงลำดับความสำคัญของความต้องการจำเป็น เรียงลำดับจากมากไปน้อย 3 อันดับ ได้แก่ด้านจัดทำรายงานผลการประเมินตนเอง (Self Assessment Report: SAR) ด้านติดตามผลการดำเนินการเพื่อพัฒนาสถานศึกษาให้มีคุณภาพตามมาตรฐานการศึกษา และด้านประเมินผลและตรวจสอบคุณภาพการศึกษาภายในสถานศึกษา ตามลำดับ 2. แนวทางการพัฒนาการดำเนินงานการประกันคุณภาพภายใน โดยใช้วงจรคุณภาพ ของเดมมิ่ง สำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครราชสีมา เขต 7 ประกอบด้วย 6 องค์ประกอบได้เกิดแนวทางดำเนินงานการประกันคุณภาพภายในประกอบด้วย ด้านจัดทำรายงานผลการประเมินตนเอง ด้านติดตามผลการดำเนินการเพื่อพัฒนาสถานศึกษาให้มีคุณภาพตามมาตรฐานการศึกษา ด้านประเมินผลและตรวจสอบคุณภาพการศึกษาภายในสถานศึกษา ด้านจัดทำแผนพัฒนาการจัดการศึกษาของสถานศึกษาที่มุ่งคุณภาพตามมาตรฐานการศึกษา ด้านการกำหนดมาตรฐานการศึกษาของสถานศึกษา ด้านดำเนินการตามแผนพัฒนาการจัดการศึกษาของสถานศึกษา ผลการประเมินความเหมาะสมและความเป็นไปได้ของแนวทางโดยรวมมีความเหมาะสมและมีความเป็นไปได้อยู่ในระดับมากที่สุด

Abstract

The objectives of this research were 1) to study the current conditions. desirable condition and requirements necessary for internal quality assurance operations. using Deming's quality cycle for schools under the Office of Nakhon Ratchasima Primary Educational Service Area 7 2) to design, construct and evaluate internal quality assurance implementation guidelines. using Deming's quality cycle for educational institutions under the district office Nakhon Ratchasima Primary Educational Area Area 7. The sample group was school administrators. and teachers responsible for quality assurance within educational institutions under the Office of Nakhon Ratchasima Primary Educational Service Area 7, totaling 210 people by comparing the total population with the sample size tables of Krejcie and Morgan and using stratified random sampling techniques. 3 model school teachers of internal quality assurance systems for educational institutions (IQA AWARD) and experts There were 5 respondents who assessed the suitability and feasibility of the approach. Data were collected by using an interview form. and the appropriateness and feasibility assessment form of the approach Statistics used in data analysis were percentage, mean, standard deviation. and the required index value   The research result was found that; 1. Current state of internal quality assurance operations using Deming's quality cycle for the schools under the Office of Nakhon Ratchasima Primary Educational Service Area, Area 7, the overall level was at a moderate level. As for the desirable conditions of internal quality assurance operations. using Deming's quality cycle for the schools under the Office of Nakhon Ratchasima Primary Educational Service Area, Region 7, the overall level was at the highest level.
