บทคัดย่อ

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อศึกษา เปรียบเทียบ หาความสัมพันธ์ หาอำนาจพยากรณ์ของภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษาที่ส่งผลต่อสมรรถนะประจำสายงานของครูในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษานครพนม กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ผู้บริหารสถานศึกษาและครูผู้สอน ในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษานครพนม ประจำปีการศึกษา 2565 จำนวน 325 คน โดยใช้การสุ่มแบบหลายขั้นตอน (Multi - Stage Random Sampling) จำแนกเป็น ผู้บริหารสถานศึกษา จำนวน 65 คน และครูผู้สอน จำนวน 260 คน เครื่องมือที่ใช้ในการเก็บข้อมูลเป็นแบบสอบถามประมาณค่า 2 ด้าน คือ ด้านที่ 1 ภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา มีค่าความเชื่อมั่นเท่ากับ 0.963 และค่าอำนาจจำแนกอยู่ระหว่าง 0.446 - 0.825 ด้านที่ 2 สมรรถนะประจำสายงานของครูในโรงเรียน มีค่าความเชื่อมั่น เท่ากับ 0.946 และค่าอำนาจจำแนกอยู่ระหว่าง 0.429 - 0.903 สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน ทดสอบสมมติฐานโดยใช้การวิเคราะห์ t - test, One - Way ANOVA, ค่าสหสัมพันธ์อย่างง่ายของเพียร์สัน (Pearson’s Product - Moment Correlation) และการวิเคราะห์การถดถอยพหุคูณแต่ละขั้นตอน (Stepwise Multiple Regression Analysis) ผลการวิจัยพบว่า 1. ภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษาและสมรรถนะประจำสายงานของครูในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษานครพนม ตามความคิดเห็นของผู้บริหารสถานศึกษาและครูผู้สอนอยู่ในระดับมาก 2. ภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษานครพนม ตามความคิดเห็นของผู้บริหารสถานศึกษาและครูผู้สอน จำแนกตามสถานภาพการดำรงตำแหน่ง ขนาดโรงเรียนและประสบการณ์ในการปฏิบัติงาน พบว่า โดยรวม มีความแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 3. สมรรถนะประจำสายงานของครูในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษานครพนมตามความคิดเห็นของผู้บริหารสถานศึกษาและครูผู้สอน จำแนกตามสถานภาพการดำรงตำแหน่งและขนาดโรงเรียน พบว่า โดยรวม มีความแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 จำแนกตามประสบการณ์การปฏิบัติงาน พบว่า โดยรวม ไม่แตกต่างกัน  4. ภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษาและสมรรถนะประจำสายงานของครูในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษานครพนม ตามความคิดเห็นของผู้บริหารสถานศึกษาและครูผู้สอนมีความสัมพันธ์กันทางบวก อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 5. ภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา มีจำนวน 4 ด้าน ที่สามารถพยากรณ์สมรรถนะประจำสายงานของครูในโรงเรียน ได้อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 ได้แก่ การนิเทศการสอน (X₅) การส่งเสริมให้มีการพัฒนาวิชาชีพ (X₄) การประเมินผลการเรียนรู้ของนักเรียน (X₃) และการพัฒนาหลักสูตรสถานศึกษา (X₁) โดยมีอำนาจพยากรณ์ ร้อยละ 36.70 และมีความคลาดเคลื่อน เท่ากับ 0.16439 6. แนวทางการพัฒนาภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษาและสมรรถนะประจำสายงานของครูในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษานครพนม จำนวน 4 ด้าน ประกอบด้วย การพัฒนาหลักสูตรสถานศึกษา การประเมินผลการเรียนรู้ของนักเรียน การส่งเสริมให้มีการพัฒนาวิชาชีพ และการนิเทศการสอน

Abstract

The purposes of this research were to examine, compare, identify the relationship, and determine the predictive power of academic leadership of school administrators affecting the functional competency of teachers in schools under the Secondary Education Service Area Office Nakhon Phanom. The sample group, obtained through multi-stage random sampling, consisted of 65 school administrators and 260 teachers working in schools under the Secondary Educational Service Area Office Nakhon Phanom in the academic year 2022, yielding a total of 325 participants. The instrument for data collection was a set of rating scale questionnaires comprising two aspects on academic leadership of school administrators and teachers’ functional competency with the reliability of 0.963, and 0.946, and the discriminative power ranging from 0.446 to 0.825, and 0.429 to 0.903, respectively. Statistics for data analysis were percentage, mean, and standard deviation. Hypotheses were tested using t - test analysis, One - Way ANOVA, Pearson's product-moment correlation, and Stepwise multiple regression analysis. The results showed that: 1. The academic leadership of school administrators and teachers' functional competency, as perceived by participants, were at a high level. 2. The academic leadership of school administrators as perceived by participants with different positions, school sizes, and work experience, showed overall differences at the .01 level of significance. 3. The teachers’ functional competency, as perceived by participants with different positions, and school sizes, revealed overall differences at the .01 level of significance, whereas there was no overall difference in terms of work experience. 4. The academic leadership of school administrators and teachers' functional competency had a positive relationship at the .01 level of significance. 5. The academic leadership of school administrators comprised four aspects that could predict the functional competency of teachers in schools at the .01 level of significance, including teaching supervision (X₅), promotion of professional development (X₄), student learning evaluation (X₃), and educational curriculum development (X₁) with the predictive power of 36.70 percent and the Standard Error Estimate of 0.16439. 6. The proposed guidelines for developing academic leadership of school administrators and the functional competency of teachers in schools under the Secondary Education Service Area Office Nakhon Phanom, encompassed four aspects: educational curriculum development, student learning evaluation, promotion of professional development, and teaching supervision.
