บทคัดย่อ

การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบันและปัญหาการดำเนินงานระบบประกันคุณภาพภายในสถานศึกษาแนวใหม่ของกลุ่มโรงเรียนไตรมิตร 2) ศึกษาผลการดำเนินงานระบบประกันคุณภาพภายในสถานศึกษาแนวใหม่ตามมาตรฐานของกลุ่มโรงเรียนไตรมิตร และ 3) ศึกษาแนวทางการแก้ปัญหาการดำเนินงานตามระบบประกันคุณภาพภายในสถานศึกษาแนวใหม่ของกลุ่มโรงเรียนไตรมิตร สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาแม่ฮ่องสอน เขต 1 กลุ่มตัวอย่าง คือ ผู้บริหารสถานศึกษา 7 คน และครูผู้สอนของกลุ่มโรงเรียนไตรมิตร 77 คน รวมจำนวน 84 คน และสถานศึกษาที่ได้รับรางวัล IQA AWARD กลุ่มโรงเรียนสิงหนาทราชาลัย จำนวน 2 โรงเรียน กลุ่มเป้าหมายการสัมภาษณ์ จำนวน 5 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามลักษณะมาตราส่วนประมาณค่า 5 ระดับ แบบบันทึกการสังเคราะห์เอกสาร และแบบสัมภาษณ์ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัย พบว่า 1. การดำเนินงานระบบประกันคุณภาพภายในสถานศึกษาแนวใหม่ของกลุ่มโรงเรียนไตรมิตรมีสภาพปัจจุบันมากที่สุดและมีปัญหาน้อยที่สุด คือ ด้านการกำหนดมาตรฐานการศึกษาของสถานศึกษา และด้านที่มีสภาพปัจจุบันน้อยที่สุดและมีปัญหามากที่สุด คือ ด้านการประเมินและตรวจสอบคุณภาพการศึกษาภายในสถานศึกษา  2. ผลการดำเนินงานระบบประกันคุณภาพภายในสถานศึกษาแนวใหม่ตามมาตรฐานของกลุ่มโรงเรียนไตรมิตรมีผลการดำเนินงานมากที่สุด คือ มาตรฐานที่ 2 กระบวนการบริหารและการจัดการ และมีผลการดำเนินงานที่น้อยที่สุด คือ มาตรฐานที่ 1 คุณภาพผู้เรียน และจากการสังเคราะห์เอกสารรายงานผลการประเมินตนเองของสถานศึกษา (Self - Assessment Report: SAR) ผลปรากฏว่าทั้ง 2 โรงเรียนมีผลการประเมินคุณภาพภายในสถานศึกษาอยู่ในระดับดีเลิศขึ้นไป ทุกมาตรฐาน ทุกปีการศึกษา 3. แนวทางการแก้ปัญหาการดำเนินงานตามระบบประกันคุณภาพภายในสถานศึกษาแนวใหม่ของกลุ่มโรงเรียนไตรมิตร เสนอแนะให้สถานศึกษาต้องดำเนินการวิเคราะห์จุดแข็ง จุดอ่อน ปัญหา อุปสรรคของโรงเรียนโดยใช้มาตรฐานและตัวชี้วัดของสถานศึกษาและของสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ซึ่งการพัฒนาในแต่ละด้านต้องกำหนดตัวชี้วัดความสำเร็จของแต่ละกิจกรรมในการพัฒนาระบบประกันคุณภาพภายในสถานศึกษาแนวใหม่ มุ่งเน้นพัฒนาผู้เรียนและผลสัมฤทธิ์ โดยต้องกำหนดปฏิทินและเครื่องมือ ในการตรวจสอบการดำเนินงานให้ถูกต้องและชัดเจนตามมาตรฐานที่กำหนด โดยมีการจัดทำรายงานการประเมินคุณภาพภายในสถานศึกษาต่อหน่วยงานต้นสังกัดและสาธารณะชน เพื่อให้เกิดความมั่นใจในการจัดการศึกษาของสถานศึกษา ทั้งนี้ทุกฝ่ายที่เกี่ยวข้องต้องมีส่วนร่วมในการวางแผนดำเนินการพัฒนา กำกับติดตาม และปรับปรุงแก้ไข โดยใช้วงจรคุณภาพ PDCA เข้ามาเป็นตัวกำหนดกรอบการดำเนินงานอย่างเป็นระบบครบวงจร

Abstract

This research Objectives: 1) to study the current situation and problems of the quality assurance system implementation within the new educational institutions 2) to study the performance of the internal quality assurance system for new educational institutions according to the standards. And 3) to study methods for solving problems in implementing the quality assurance system within the new educational institutions of the Trimit Group School in the of MaeHongSon Primary Educational Service Area Office 1, the sample group was 7 school administrators and 77 teachers of the Trimit Group School, totaling 84 people, and 2 schools that received the IQA Award from the Singhanatrachalai School Group. The target group of interviews consisted of 5 people. The research tools were a questionnaire with a 5 - level estimation scale, document synthesis record form. And interview form Statistics used in data analysis were mean and standard deviation. The research results found that 1. Implementation of the internal quality assurance system for new educational institutions has the current condition that has the most operations and the least problems is the setting of educational standards of educational institutions. And the aspect that has the least current operational status and has the most problems is the assessment and inspection of educational quality within educational institutions.  2. The results of the performance of the internal quality assurance system for the new educational institutions were the most effective, namely Standard 2, administrative and management processes. And standard 1 quality of learners has the least performance. And from the synthesis of the Self - Assessment Report: SAR, the results showed that both schools had excellent internal quality assessment results at all standards and all academic years. 3. Guidelines for solving the problems is recommended that educational institutions must analyze their strengths, weaknesses, problems, and obstacles by using standards and indicators of educational institutions and the Office of the Basic Education Commission. In which the development in each area must determine the success indicators of each activity in the development of a new quality assurance system within the educational institution. Focus on student development and achievement by having to set a calendar and tools to inspect the operation to be accurate and clear according to the specified standards. There is an internal quality assessment report prepared for the agency and the public. To create confidence in the educational management of educational institutions. In this regard, all parties involved must be involved in planning, developing, monitoring, and improving. By using the PDCA quality cycle to determine the framework for systematic implementation.
