บทคัดย่อ

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาปัจจัยการจัดบริการสาธารณะสมัยใหม่ขององค์การบริหารส่วนตำบล 2) ศึกษาความสำเร็จการจัดบริการสาธารณะสมัยใหม่ที่ส่งผลต่อความสำเร็จในการพัฒนาองค์การบริหารส่วนตำบลและ 3) เสนอรูปแบบการจัดบริการสาธารณะสมัยใหม่ที่ส่งผลต่อความสำเร็จในการพัฒนาองค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดเพชรบุรี ซึ่งใช้ระเบียบวิธีวิจัยเชิงปริมาณ กลุ่มตัวอย่าง ได้แก่ ผู้รับบริการในเขตองค์การบริหารส่วนตำบลอำเภอเมือง จังหวัดเพชรบุรี จำนวน 398 คน สถิติที่ใช้ในการวิเคราะห์ข้อมูลคือ ค่าร้อยละ ค่าเฉลี่ยส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์การถดถอยพหุคูณแบบขั้นตอน และวิธีวิจัยเชิงคุณภาพ จากผู้ให้ข้อมูลสำคัญ ได้แก่ นายกองค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดเพชรบุรี จำนวน 8 ท่าน ที่ได้จากการเลือกแบบเจาะจง แล้วนำมาเขียนเป็นข้อมูลเชิงพรรณนาความ

ผลการวิจัย พบว่า

1. ปัจจัยการจัดบริการสาธารณะสมัยใหม่ขององค์การบริหารส่วนตำบล โดยรวมมีความคิดเห็นอยู่ในระดับมากที่สุด

2. ความสำเร็จการจัดบริการสาธารณะสมัยใหม่ที่ส่งผลต่อความสำเร็จในการพัฒนาองค์การบริหารส่วนตำบล ได้แก่ ด้านการสร้างคุณค่าสาธารณะ (X₆) ด้านความโปร่งใสตรวจสอบได้ (X₅) ด้านการเน้นการให้บริการสาธารณะ (X₁) ด้านการบริหารงานเชิงยุทธศาสตร์บนฐานแนวคิดความเป็นประชาธิปไตย (X₃) ด้านการรับรู้ว่าผู้รับบริการในฐานะเป็นพลเมือง (X₄) และด้านการสร้างให้เกิดความเป็นพลเมือง (X₇) มีประสิทธิภาพในการทำนาย ร้อยละ 76.20

3. รูปแบบแนวคิดการจัดบริการสาธารณะสมัยใหม่เน้นการดำเนินโครงการที่เกิดจากความต้องการของประชาชนในท้องถิ่น จากผลการสังเคราะห์ข้อมูลได้แก่ การจัดทำแผนพัฒนาท้องถิ่น ให้สอดคล้องกับอัตลักษณ์และความต้องการของชุมชนและการกำหนด กำกับดูแลเป็นไปตามมาตรฐานการจัดบริการสาธารณะตามพระราชบัญญัติของท้องถิ่น

Abstract

This research aiming to: 1) study the factors of new public service provision of the sub-district administrative organizations, 2) study the success in new public service provision affecting the success in development of the sub-district administrative organizations, and 3) propose the model for new public service provision affecting the success in development of sub-district administrative organizations in Mueang District, Phetchaburi Province. The quantitative research methodology was applied in this study. The sample group consisted of 398 service recipients of sub-district administrative organizations in Mueang District, Phetchaburi Province. The data were analyzed by using percentage, mean, standard deviation, and stepwise multiple regression analysis. And, the qualitative research methodology was also used. The data were collected from the key informants, consisting of 8 Chief Executives of the sub-district administrative organizations in Mueang district, Phetchaburi Province, selected by using purposive sampling method. The data were analyzed and presented in descriptive information.

The research results were as follows:

1. the opinion on factors of new public service provision of Sub-district Administrative Organizations was overall at the highest level

2. the success in new public service provision affecting the success in development of sub-district administrative organizations was in the following aspects: creation of public value (X6), transparency and accountability (X₅), public service orientation (X₁), democracy based strategic management (X₃), perception of service recipient as citizens (X₄), and creation of citizenship (X₇), which predictive efficiency was at 76.20 percent

3. the conceptual model of new public service provision emphasized on the implementation of projects arising from the needs of the local people. From the results of the data synthesis, it was found that preparation of local development plans had to conform to the community identity and needs, and the determination and supervision had to be in accordance with the standards of public service provision according to the local legislation
