บทคัดย่อ

การวิจัยครั้งนี้มีความมุ่งหมาย เพื่อศึกษา เปรียบเทียบ หาความสัมพันธ์ หาอำนาจพยากรณ์ และหาแนวทางการพัฒนาคุณลักษณะผู้บริหารมืออาชีพที่ส่งผลต่อประสิทธิผลการบริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 1 การกำหนดกลุ่มตัวอย่างใช้ตารางของ Krejcie and Morgan กลุ่มตัวอย่างประกอบด้วย ผู้บริหารสถานศึกษาและครูผู้สอน ปีการศึกษา 2564 จำนวน 384 คน วิธีการเลือกกลุ่มตัวอย่างใช้การสุ่มตัวอย่างแบบหลายขั้นตอน (Multi – Stage Random Sampling) โดยใช้โรงเรียนเป็นหน่วยการสุ่ม จำแนกเป็นผู้บริหารสถานศึกษา จำนวน 99 คน และครูผู้สอน จำนวน 285 คน จาก 99 โรงเรียน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม มาตราส่วนประมาณค่า 5 ระดับ ประกอบด้วย แบบสอบถามคุณลักษณะผู้บริหารมืออาชีพ ค่าอำนาจจำแนกอยู่ระหว่าง .537 – .806 และมีค่าความเชื่อมั่นเท่ากับ .967 และแบบสอบถามประสิทธิผลการบริหารสถานศึกษา มีค่าอำนาจจำแนกอยู่ระหว่าง .465 – .790 และมีค่าความเชื่อมั่นเท่ากับ .959 สถิติที่ใช้ในการวิเคราะห์ ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ทดสอบค่าที (t-test) และทดสอบค่าเอฟ (F- test) การวิเคราะห์ ความแปรปรวนทางเดียว  (One-Way ANOVA) การวิเคราะห์ค่าสัมประสิทธิสหสัมพันธ์อย่างง่ายของเพียร์สัน (Pearson Product - Moment Correlation Coefficient) และการวิเคราะห์การถดถอยพหุคูณ (Stepwise Multiple Regression analysis)

ผลการวิจัยพบว่า

1. คุณลักษณะของผู้บริหารมืออาชีพ โดยรวมอยู่ในระดับมาก

2. ประสิทธิผลการบริหารสถานศึกษา โดยรวมอยู่ในระดับมาก

3. คุณลักษณะผู้บริหารมืออาชีพ จำแนกตามสถานภาพการดำรงตำแหน่ง ประสบการณ์ในการบริหารของของผู้บริหารสถานศึกษาและขนาดของโรงเรียน ไม่แตกต่างกัน

4. ประสิทธิผลการบริหารสถานศึกษา จำแนกตามสถานภาพการดำรงตำแหน่ง ประสบการณ์ในการบริหารของของผู้บริหารสถานศึกษาและขนาดของโรงเรียน ไม่แตกต่างกัน

5. ความสัมพันธ์ระหว่างคุณลักษณะผู้บริหารมืออาชีพโดยรวมและประสิทธิผลการบริหารสถานศึกษาโดยรวม พบว่ามีความสัมพันธ์กันทางบวก อยู่ในระดับสูง อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 โดยมีค่าสัมประสิทธิ์สหสัมพันธ์ เท่ากับ .875

6. คุณะลักษณะผู้บริหารมืออาชีพที่สามารถพยากรณ์ประสิทธิผลการบริหารสถานศึกษา จำนวน 4 ด้าน ได้แก่ ด้านวิสัยทัศน์กว้างไกล (X₃) ด้านภาวะผู้นำและเป็นผู้นำการเปลี่ยนแปลง (X6) ด้านทักษะการบริหารจัดการที่ดีแบบผู้บริหารยุคใหม่ (X₂) และด้านทักษะการสื่อสารและมนุษยสัมพันธ์ที่ดี (X₅) อย่างมีนัยสำคัญทางสถิติที่ระดับ .01

7. แนวทางการพัฒนาคุณลักษณะผู้บริหารมืออาชีพที่ส่งผลต่อประสิทธิผลการบริหารสถานศึกษา มีจำนวน 4 ด้าน ได้แก่ 1) ด้านวิสัยทัศน์กว้างไกล ผู้บริหารจะต้องพัฒนาวิสัยทัศน์ มีจุดเริ่มต้นจากความคิดที่สร้างสรรค์ คิดอย่างมีจินตนาการ ศึกษาต่อในระดับที่สูงขึ้น 2) ด้านภาวะผู้นำและเป็นผู้นำการเปลี่ยนแปลง ผู้บริหารต้องพัฒนาภาวะผู้นำไปสู่การเป็นผู้นำการเปลี่ยนแปลง นำไปสู่การพัฒนาในทุก ๆ งาน นำเอาเทคโนโลยีดิจิทัลมาใช้ในการบริหารทั้ง 4 ด้าน 3) ด้านทักษะการบริหารจัดการที่ดีแบบผู้บริหารยุคใหม่ ผู้บริหารต้องพัฒนาการคิดเชิงวิสัยทัศน์ การคิดวิเคราะห์การคิดเชิงอนาคต นำสิ่งนั้นมาจัดแผนปฏิบัติ เพื่อให้เกิดการเปลี่ยนแปลงในการบริหารจัดการในการบริหารสถานศึกษา 4) ด้านทักษะการสื่อสารและมนุษยสัมพันธ์ที่ดี ผู้บริหาร ต้องพัฒนาทักษะ การพูด การฟัง การเขียน ทางภาษาที่ดีนำเทคโนโลยีมาประกอบการสื่อสาร

Abstract

This research had the objective to study, compare and find relationship, predictive power and find development guideline of the characteristics of professional executive influencing effectiveness of educational institution management under Sakon Nakhon Primary Educational Service Area Office 1. The sample group was specified by using the table of Krejcie and Morgan. The sample group consisted of educational institution executive and teachers of the academic year 2021 in the number of 384 people. The sample choosing method was by Multi-Stage Random Sampling using school as the sampling unit. There were 99 educational institution executives and 285 teachers from 99 schools. The tool used in the research was questionnaire of Likert Rating Scale consisting of questionnaire of characteristics of professional executives having the predictive power between 0.537 - 0.806 and reliability value of 0.967 and the questionnaire of the effectiveness of educational institution management having the predictive power between 0.465-0.790 and reliability of 0.959. The statistics used in analyzing the data were frequency, percentage, means, standard deviation, t-test and F-test, One-Way ANOVA, Pearson Product - Moment Correlation Coefficient and Stepwise Multiple Regression analysis.

The findings were as follows:

1. Characteristics of a professional executive Overall, it's at a high level.

2. Effectiveness of school administration Overall, it's at a high level.

3. Characteristics of Professional executive attributes Classified by position Management experience of school administrators and school size no different.

4. Effectiveness of School administration Classified by position Management experience of school administrators and school size no different.

5. Relationship between characteristics of professional executive in the overall picture and effectiveness of educational institution management in the overall picture, it was found that they had positive relationship at a high level with statistical significance at the level of .01 with Correlation Coefficient of .875.

6. Characteristics of Professional executives that can predict effectiveness of educational institution management for 4 aspects as follows. Far vision aspect (X₃), leadership and change leader aspect (X₆), aspect of good management skill of modern executive (X₂) and the aspect of communication and good interpersonal skill (X₅) with statistical significance at the level of .01.

7. The guidelines for the development of administrative factors affecting the effectiveness of academic work in educational opportunity expansion schools consist of 3 areas: 1) Professional development: executives should promote and encourage employees to attend training sessions and pursue higher education. 2) Executive motivation: executives must inspire performance motivation and assign tasks based on personnel knowledge and abilities to be praised and rewarded, which boosts morale. 3) Participatory administration: administrators must provide opportunities for teachers to participate in administration as well as clear and comprehensive assignments. 4) Budget: Involve community personnel in the management There is transparency in the financial management system and is clear
