บทคัดย่อ

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับความคิดเห็นของครูที่มีต่อการบริหารตามมาตรฐานการดำเนินงานศูนย์พัฒนาเด็กเล็กขององค์กรปกครองส่วนท้องถิ่น จังหวัดนครราชสีมา 2) เปรียบเทียบระดับความคิดเห็นของครูที่มีต่อการบริหารตามมาตรฐานการดำเนินงานศูนย์พัฒนาเด็กเล็กขององค์กรปกครองส่วนท้องถิ่น จังหวัดนครราชสีมา จำแนกตามองค์กรปกครองส่วนท้องถิ่นต้นสังกัดและประสบการณ์การทำงาน 3) ศึกษาข้อเสนอแนะสำหรับพัฒนาการบริหารงานตามมาตรฐานการดำเนินงานศูนย์พัฒนาเด็กเล็กขององค์กรปกครองส่วนท้องถิ่น จังหวัดนครราชสีมา กลุ่มตัวอย่าง ได้แก่ ครูที่ปฏิบัติหน้าที่ในศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่น จังหวัดนครราชสีมา ปีการศึกษา 2563 จำนวน 313 คน กำหนดขนาดกลุ่มตัวอย่างโดยใช้ตารางสำเร็จรูปของ Krejcie and Morgan และใช้วิธีการสุ่มแบบหลายขั้นตอน เครื่องมือที่ใช้ในการศึกษาเป็นแบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ มีค่าอำนาจจำแนกตั้งแต่ .387-.724 และมีค่าความเชื่อมั่นทั้งฉบับ .954 และแบบสัมภาษณ์แบบมีโครงสร้าง สถิติที่ใช้ในการวิเคราะห์ข้อมูล ประกอบด้วย ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน สถิติที่ใช้ในการทดสอบสมมติฐาน ได้แก่ การทดสอบ t-test แบบ Independent Samples และ การทดสอบ F-test แบบ One-Way ANOVA ส่วนข้อมูลเชิงคุณภาพใช้วิธีการวิเคราะห์เนื้อหา

ผลการวิจัย พบว่า

1. ระดับความคิดเห็นของครูที่มีต่อการบริหารตามมาตรฐานการดำเนินงานศูนย์พัฒนาเด็กเล็กขององค์กรปกครองส่วนท้องถิ่น จังหวัดนครราชสีมา โดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านวิชาการและกิจกรรมตามหลักสูตร รองลงมา ได้แก่ ด้านการมีส่วนร่วมและส่งเสริมสนับสนุน ด้านการบริหารจัดการศูนย์พัฒนาเด็กเล็ก ด้านอาคารสถานที่ สิ่งแวดล้อมและความปลอดภัย และด้านส่งเสริมเครือข่ายการพัฒนาเด็กปฐมวัย ตามลำดับ ส่วนด้านที่มีค่าเฉลี่ยต่ำสุด คือ ด้านบุคลากร

2. ผลการเปรียบเทียบระดับความคิดเห็นของครูที่มีต่อการบริหารตามมาตรฐานการดำเนินงานศูนย์พัฒนาเด็กเล็กขององค์กรปกครองส่วนท้องถิ่น จังหวัดนครราชสีมา จำแนกตามองค์กรปกครองส่วนท้องถิ่นต้นสังกัดและประสบการณ์การทำงาน พบว่า โดยภาพรวมแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 

3. ข้อเสนอแนะสำหรับพัฒนาการบริหารงานตามมาตรฐานการดำเนินงานศูนย์พัฒนาเด็กเล็กขององค์กรปกครองส่วนท้องถิ่น จังหวัดนครราชสีมา ได้แก่ ศูนย์พัฒนาเด็กเล็กควรจัดโครงสร้างการบริหารงานอย่างชัดเจนและเหมาะสม ครูควรทุ่มเทและเสียสละในการปฏิบัติหน้าที่ ผู้ประกอบอาหารควรคำนึงถึงหลักโภชนาการควรมีมาตรการเพื่อความปลอดภัย ปรับปรุงภูมิทัศน์บริเวณรอบอาคาร ควรจัดประสบการณ์การเรียนรู้แบบบูรณาการ สามารถยืดหยุ่นได้ตามความเหมาะสม ความสนใจและความถนัดของเด็ก สนับสนุนให้ครูเข้าร่วมกิจกรรมของชุมชน ควรมีการประชาสัมพันธ์ให้ชุมชนได้รับทราบเกี่ยวกับดำเนินงานของศูนย์พัฒนาเด็กเล็ก

Abstract

This study purposed to 1) study the level of teachers 'pinions towards the administration based on the standards of Child Development Centers under Nakhonratchasima Local Government Organization, 2) compare the level of teachers' opinions towards the administration based on the standards of Child Development Centers under Nakhonratchasima Local Government Organization classified by affiliation and work experience, and 3) study the recommendation for developing the administration based on the standards of Child Development Centers under Nakhonratchasima Local Government Organization. The samples were 313 teachers working in Child Development Centers under Nakhonratchasima Local Government Organization, the academic year 2020. The sample size obtained using Krejcie and Morgan Table and stratified random sampling. The instruments in this study were 5-rating scale questionnaires with the discrimination between .387-.724, the reliability of the whole questionnaire was .954, and a structured interview. Statistics used for analyzing the data were frequency, mean, standard deviation, the hypothesis tested using a t-test (independent) and F-test (One-way ANOVA).

The results were as follows:

1. The level of teachers’ opinions towards the administration based on the standards of Child Development Centers under Nakhonratchasima Local Government Organization overall was at a high level. When considering each aspect, it found that the highest mean was academic and the activities in the curriculum. It followed by participation and support, the administration of Child Development Centers, buildings, environment and safety, Childhood development network promotion, respectively.

2. The comparisons of the level of teachers’ opinions towards the administration based on the standards of Child Development Centers under Nakhonratchasima Local Government Organization overall significantly different at the level of .05.

3. The recommendation for developing the administration based on the standards of Child Development Centers under Nakhonratchasima Local Government Organization are as follows: Child Development Centers should provide obviously and appropriately organizational structure; teachers should be dedicated and sacrificed in their duties; food provider should concentrate on providing nutritious food; there should be a safety measure; improve the landscape around the buildings, and they should organize the integrated learning experience with flexibility as appropriate based on children’s interests and aptitudes; promote the teachers to participate in the activity of community; the Child Development Centers should publish their activities to the community
