บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาคุณลักษณะของผู้บริหารในศตวรรษที่ 21 ของผู้บริหารสถานศึกษาขั้นพื้นฐานสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิตามความคิดเห็นของข้าราชการครูและบุคลากรทางการศึกษา 2) เปรียบเทียบคุณลักษณะของผู้บริหารในศตวรรษที่ 21 ของผู้บริหารสถานศึกษาขั้นพื้นฐานสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิ ตามความคิดเห็นของข้าราชการครูและบุคลกรทางการศึกษาจำแนกตามประสบการณ์การในการทำงาน และ 3) ศึกษาข้อเสนอแนะสำหรับการพัฒนาคุณลักษณะของผู้บริหารในศตวรรษที่ 21 ของสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิ กลุ่มตัวอย่างคือข้าราชครูและบุคลากรทางการศึกษาโรงเรียนในสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิ ประจำปีการศึกษา 2563 จำนวน 364 คน กำหนดกลุ่มตัวอย่างโดยใช้ตารางสำเร็จรูปของ Krejcie และ Morgan แล้วใช้ทำการสุ่มแบบแบ่งชั้นภูมิ เครื่องมือที่ใช้ในการศึกษาเป็นแบบสอบถามชนิดมาตราส่วนประมาณค่า 5 ระดับ มีค่าอำนาจจำแนกตั้งแต่ .475 - .872 และมีค่าความเชื่อมั่นเท่ากับ .981 และแบบสัมภาษณ์แบบมีโครงสร้าง สถิติที่ใช้ในการวิเคราะห์ข้อมูลประกอบด้วย ร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน สถิติที่ใช้ในการทดสอบสมมติฐาน F – test แบบ One-way ANOVA ในการทดสอบสมมุติฐาน ส่วนข้อมูลเชิงคุณภาพใช้วิธีการวิเคราะห์เนื้อหา

ผลการวิจัย พบว่า

1. ระดับความคิดเห็นของข้าราชการครูและบุคลากรทางการศึกษาต่อคุณลักษณะของผู้บริหารในศตวรรษที่ 21 ของผู้บริหารสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิโดยภาพรวมอยู่ในระดับมากที่สุด

2. ข้าราชการครูและบุคลากรทางการศึกษามีความคิดเห็นต่อคุณลักษณะของผู้บริหารในศตวรรษที่ 21 ของผู้บริหารสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิโดยภาพรวมแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05

3. ข้อเสนอแนะสำหรับการพัฒนาคุณลักษณะของผู้บริหารในศตวรรษที่ 21 ของผู้บริหารสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิ ที่สำคัญมีดังนี้ ผู้บริหารควรมีวิธีการในการสื่อสารที่แตกต่างกันไปตามความเหมาะสมของสถานการณ์ ควรมีความตั้งใจทำงานเพื่อประโยชน์ของทางราชการและส่วนรวมเป็นหลัก ควรมีกระบวนการคิดวิเคราะห์และแปลความหมายของข้อมูลได้อย่างน่าเชื่อถือ มีการบริหารจัดการทรัพยากรในองค์การได้อย่างมีประสิทธิภาพและควรมีกระบวนการบริหารจัดการความรู้สึก ความคิดเห็นให้เหมาะสมกับการปฏิบัติงานและตระหนักในการปฏิบัติตนเป็นแบบอย่างที่ดีแก่ครู นักเรียนและชุมชน

Abstract

This research purposed to 1) study the administrators’ characteristics in the 21st century of the administrators in basic education schools under the Office of Chaiyaphum Primary Educational Service Area (CPM PESA), based on the teachers’ and educational personnel’s opinions, 2) compare the administrators’ characteristics in the 21st century of the administrators in basic education schools under CPM PESA, based on work experiences, and 3) study the recommendations for developing the administrators’ characteristics in the 21st century of administrators in basic schools under CPM PESA. The samples were 364 government teachers and education personnel classified on work experiences. The samples were 362 government teachers and education personnel under CPM PESA in the academic year 2020. The sample size obtained by Krejcie and Morgan Table then employed stratified random sampling. The instruments were a set of 5-rating scale questionnaires with the discrimination ranged from .475 -.872 and the reliability was .981, and a structured interview. Statistics used for analyzing the data were frequency, mean, standard deviation, the hypothesis tested using F-test (One-way ANOVA). Qualitative data used content analysis methods.  

The results were as follows:

1. The teachers’ and educational personnel’s opinions towards the administrators’ characteristics in the 21st century of administrators in basic schools under CPM PESA overall were at the highest level.

2. The teachers and educational personnel in different work experiences had the opinions towards the administrators’ characteristics in the 21st century of administrators in basic education schools under CPM PESA overall significantly different at the level of .05.

3. The recommendations for developing the administrators’ characteristics in the 21st century of administrators in basic education, under CPM PESA the crucial parts are the administrators should have different ways of communicating according to the suitability of the situations; should concentrate their work for the benefit of the government and public; should have an analytical thinking process and can interpret the data reliably; should manage the resources in the organization effectively; should have the management of feeling, opinions that suit the performance; aware of being good role models of teachers and communities
