บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาสภาพและปัญหา แนวทางพัฒนา และผลการพัฒนาการดำเนินงานควบคุมภายใน : กรณีศึกษาโรงเรียนหนองแวงวิทยานุกูล สำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 22 โดยใช้วิธีการวิจัยเชิงปฏิบัติการ กลุ่มเป้าหมายเป็นผู้อำนวยการโรงเรียน ครูและบุคลากรสังกัดโรงเรียนหนองแวงวิทยานุกูล จำนวน 20 คน เครื่องมือที่ใช้ในการเก็บข้อมูล ได้แก่ แบบบันทึก แบบสัมภาษณ์ แบบทดสอบ แบบประเมินเอกสารคู่มือ แบบสังเกต สถิติที่ใช้ คือ ร้อยละและค่าเฉลี่ย การวิเคราะห์ข้อมูลเชิงบรรยายและพรรณนา

ผลการวิจัย พบว่า

1. สภาพการดำเนินงานควบคุมภายในของโรงเรียนหนองแวงวิทยานุกูล สำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 22 ได้แก่ ครูและบุคลากรไม่เคยได้รับการฝึกอบรมเกี่ยวกับการดำเนินงานควบคุมภายใน ซึ่งเป็นเหตุผลทำให้ครูและบุคลากรขาดความรู้ความเข้าใจในกระบวนการการดำเนินงานควบคุมภายใน รวมทั้งครูและบุคลากรของโรงเรียนมีไม่ครบชั้น ภาระงานครูจึงมีมากการดำเนินงานจึงต้องการความเข้าใจเพื่อจะได้ดำเนินงานอย่างรวดเร็วและมีประสิทธิภาพ

2. แนวทางพัฒนาการดำเนินงานควบคุมภายในของโรงเรียนหนองแวงวิทยานุกูล สำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 22 ได้แก่ จัดการอบรมให้ความรู้ ความเข้าใจเกี่ยวกับกระบวนการดำเนินงานควบคุมภายในตามกฎหมายและระเบียบข้อบังคับที่เกี่ยวข้องกับการปฏิบัติงาน โดยใช้คู่มือการอบรมเชิงปฏิบัติการการดำเนินงานควบคุมภายในที่มีความเหมาะสมในระดับมาก และการนิเทศติดตามผล

3. การพัฒนาการดำเนินงานควบคุมภายในของโรงเรียนหนองแวงวิทยานุกูล สำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 22 พบว่า ครู และบุคลากร ได้รับความรู้ความเข้าใจเกี่ยวกับการดำเนินงานควบคุมภายใน สามารถนำไปใช้ในการการวางแผนการปฏิบัติงาน สามารถมอบหมายหน้าที่โดยคำนึงถึงความรู้ ความสามารถ และทักษะในการปฏิบัติงานอย่างเหมาะสม ส่งผลให้การดำเนินงานมีการพัฒนาที่ดีและมีประสิทธิภาพ เห็นได้ว่าการพัฒนามีความเหมาะสมอยู่ในระดับมาก การให้ความรู้ ความเข้าใจในการดำเนินงานควบคุมภายในแก่บุคลากรจึงมีความสำคัญในการพัฒนาการดำเนินงานอย่างมาก เพราะสามารถลดความเสี่ยงที่มีอยู่ให้เหลือน้อยที่สุด ทั้งนี้ควรมีการนิเทศ ติดตามผลเพื่อให้การดำเนินงานเป็นไปอย่างมีประสิทธิภาพ หากพบว่ายังมีจุดอ่อนในการดำเนินงาน บุคลากรจะได้รับความช่วยเหลือชี้แนะแนวทางการดำเนินงานได้อย่างถูกต้องและเกิดความมั่นใจในการทำงานยิ่งขึ้น

Abstract

The objectives of this research are to study the condition and problems; to find out how to develop and to study the results of internal control operations: The case studies of Nong wangwittayanukul School under The Secondary Educational Service Area Office 22. By means of Operational Action Research. The target group are the director and the teachers of Nongwangwittayanukul school of 20 people. Data are collected using records, interviews, tests, observations, and manual/assessment documentations. The statistics used are percentage and average. Data analysis of descriptive and commentary. Data are analysed using descriptive and commentary.

The results of this research revealed that:

1. Operation conditions and problems: The case studies of Nong wangwittayanukul School under The Secondary Educational Service Area Office22 that: Teachers and personnel have never been trained in internal control operations, which is why teachers and personnel lack their understanding of internal control operations, as well as teachers in the school are not enough per class. Therefore, there is a lot of work for teacher. So, they need to understood it and can operate quickly and efficiently.

2. The internal control operations development guidelines of Nongwangwittayanukul School under The Secondary Educational Service Area Office 22, should manage their knowledge and understanding of internal control operations in accordance with applicable laws and regulations for doing. By using the guide books for training Internal control operations which are approved to the high level and should follow up for operation.

3. Development of internal control operations of Nongwangwittayanukul School under The Secondary Educational Service Area Office 22, all the teacher had knowledge, understanding of internal control operations and had participated in operational planning. Assigning duties by checking the knowledge, abilities and operational skills for operation development for better performance. The development and results should be at a very high level. The knowledge, understanding of operation internal control are very important to a person for the development to minimize the risk. Should follow up for operation if there is still a weakness in operations, we will be helped and have a proper guidance for the correction to enhance more confidence in future work
