บทคัดย่อ

การวิจัยในครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ของการบริหารงานตามหลักธรรมาภิบาลของผู้บริหารสถานศึกษา สังกัดอาชีวศึกษาจังหวัดนครราชสีมา และ 2) เพื่อนำเสนอความต้องการจำเป็นการบริหารงานตามหลักธรรมาภิบาลของผู้บริหาร สถานศึกษา กลุ่มตัวอย่าง ประกอบด้วย ผู้บริหาร 52 คน หัวหน้าแผนกวิชา 92 คน และครูผู้สอนจำนวน 234 คนเครื่องมือที่ใช้ในการเก็บข้อมูล คือ แบบสอบถามมาตรส่วนประมาณค่า 5 ระดับ สถิติที่ใช้ในการวิเคราะห์ ได้แก่ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และดัชนีความต้องการจำเป็นผลการวิจัย พบว่า สภาพปัจจุบันในการบริหารงานตามหลักธรรมาภิบาลของผู้บริหารสถานศึกษา สังกัดอาชีวศึกษา จังหวัดนครราชสีมา โดยภาพรวมอยู่ในระดับ มาก เมื่อพิจารณาเป็นรายด้านพบว่า ด้านที่มีค่าเฉลี่ยสูงสุดคือ ด้านหลักประสิทธิผลรองลงมาคือด้านหลักคุณธรรม จริยธรรมส่วนด้านที่มีค่าเฉลี่ยต่ำสุดคือ  ด้านหลักความเปิดเผย โปร่งใส และสภาพที่พึงประสงค์ในการบริหารงานตามหลักธรรมาภิบาลของผู้บริหารสถานศึกษา สังกัดอาชีวศึกษาจังหวัดนครราชสีมา โดยภาพรวมอยู่ในระดับ มาก เมื่อพิจารณาเป็นรายด้านพบว่า ด้านที่มีค่าเฉลี่ยสูงสุดคือด้านหลักการมีส่วนร่วมการพยายามแสวงหาฉันทามติ รองลงมาคือด้านหลักภาระรับผิดชอบสามารถตรวจสอบได้ ส่วนด้านที่มีค่าเฉลี่ยต่ำสุด คือ ด้านหลักการตอบสนอง ความต้องการจำเป็นในการบริหารงานตามหลักธรรมาภิบาลของผู้บริหารสถานศึกษา สังกัดอาชีวศึกษา จังหวัดนครราชสีมาโดยเรียงตามลำดับความสำคัญเป็น ดังนี้ 1) ด้านหลักความเปิดเผยโปร่งใส 2) ด้านหลักการมีส่วนร่วมการพยายามแสวงหาฉันทามติ 3) ด้านหลักความเสมอภาค 4) ด้านหลักนิติธรรม 5. ด้านหลักภาระรับผิดชอบสามารถตรวจสอบได้ 6) ด้านหลักการกระจายอำนาจ 7) ด้านหลักคุณธรรม จริยธรรม 8) ด้านหลักประสิทธิภาพ 9) ด้านหลักการตอบสนอง 10) ด้านหลักประสิทธิผล

Abstract

The purposes of this research were: 1) to study the current situation and the desirable conditions of administration according to the good governance principles of school administrators under Nakhon Ratchasima vocational education commission, 2) to present the needs for good governance principles of school administrators under Nakhon Ratchasima vocational education commission. The sample groups consisted of 52 administrators, 92 heads of departments and 234 teachers. The instrument used for collecting data was a 5-level rating scale questionnaire. The statistics used for data analysis comprised mean, standard deviation and the Modified Needs Index. The research results were found that: The current situation of administration according to the good governance of the educational institutions administrators under Nakhon Ratchasima vocational education commission, in overall, was rated at a high level. When considering in each aspect, it was found that the aspect with the highest mean was effectiveness, followed by morality and ethics, while the aspect with the lowest mean was principles of transparency. The desirable conditions of administration according to the good governance principles of school administrators under Nakhon Ratchasima vocational education commission, in overall, was rated at a high level. When considering in each aspect, it was found that the aspect with the highest mean was principle of participation, consensus orientation, followed by the principle of responsibility, accountability, while the aspect with the lowest mean was principle of responsiveness. The needs for administration according to good governance principals of educational administrators under Nakhon Ratchasima vocational education commission are as follows: 1. Principle of transparency  2. Principle of participation, consensus orientation 3. Principle of equality 4. Principle of rule of law 5. Principle of responsibility, accountability 6. Principle of decentralization 7. Principle of morality and ethics 8. Principle of efficiency 9. Principle of responsiveness 10. Principle of effectiveness.
