บทคัดย่อ

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาระดับการใช้เทคโนโลยีสารสนเทศกับประสิทธิผลการบริหารงานในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 1 2) เปรียบเทียบระดับการใช้เทคโนโลยีสารสนเทศและระดับประสิทธิผลการบริหารงานในโรงเรียน ตามความคิดเห็นของ ผู้บริหารสถานศึกษา และครูผู้สอนที่มีสถานภาพการดำรงตำแหน่ง ประสบการณ์ในการปฏิบัติงาน และขนาดโรงเรียน 3) ศึกษาความสัมพันธ์ระหว่างการใช้เทคโนโลยีสารสนเทศกับประสิทธิผลการบริหารงานในโรงเรียน และ 4) หาแนวทางการพัฒนาการใช้เทคโนโลยีสารสนเทศกับประสิทธิผลการบริหารงานในโรงเรียน กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ผู้บริหารสถานศึกษาและครูผู้สอน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 1 ในปีการศึกษา 2562 จำนวน 355 คน กลุ่มตัวอย่างได้มาโดยวิธีการสุ่มแบบหลายขั้นตอน  เครื่องมือที่ใช้ในวิจัยเป็นแบบสอบถามระดับการใช้เทคโนโลยีสารสนเทศ มีค่าอำนาจจำแนกอยู่ระหว่าง 0.42 - 0.84 และมีค่าความเชื่อมั่น เท่ากับ .97 และระดับประสิทธิผลการบริหารงานในโรงเรียนมีค่าอำนาจจำแนกอยู่ระหว่าง 0.52-0.91 และมีค่าความเชื่อมั่น เท่ากับ .97 สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน การทดสอบค่า (t-test) แบบ Independent Sample และการวิเคราะห์ความแปรปรวนทางเดียว (One Way ANOVA) การทดสอบความแตกต่างระหว่างค่าเฉลี่ยรายคู่ โดยวิธีการของ Scheffe และการหาค่าสัมประสิทธิสหสัมพันธ์แบบเพียร์สัน (Pearson’s Product Moment Correlation Coefficient) ผลการวิจัย พบว่า 1. การใช้เทคโนโลยีสารสนเทศและระดับประสิทธิผลการบริหารงานในโรงเรียน โดยภาพรวมอยู่ในระดับมาก 2. ระดับการใช้เทคโนโลยีสารสนเทศ และระดับประสิทธิผลการบริหารงานในโรงเรียน ตามความคิดเห็นของผู้บริหารสถานศึกษาและครูผู้สอน จำแนกตาม 1) สถานภาพการดำรงตำแหน่งแตกต่างกัน มีระดับการใช้เทคโนโลยีสารสนเทศ และระดับประสิทธิผลการบริหารงานในโรงเรียน ภาพรวมไม่แตกต่างกัน 2) ประสบการณ์ในการปฏิบัติงานที่แตกต่างกันมีระดับการใช้เทคโนโลยีสารสนเทศไม่แตกต่างกันแต่มีความคิดที่เกี่ยวกับประสิทธิผลการบริหารงานใน โรงเรียนแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 และ 3) ขนาดของโรงเรียนที่แตกต่างกันมีระดับการใช้เทคโนโลยีสารสนเทศและประสิทธิผลการบริหารงานในโรงเรียนโดยภาพรวมแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 และ .01 ตามลำดับ 3. การใช้เทคโนโลยีสารสนเทศกับประสิทธิผลการบริหารงานโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 1มีความสัมพันธ์ทางบวกอยู่ในระดับสูง (r=0.73) อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 4. ในการวิจัยครั้งนี้ได้นำเสนอแนวทางพัฒนาดังนี้ 4.1 ระดับการใช้เทคโนโลยีสารสนเทศ ประกอบด้วย 2 ด้าน ได้แก่ 4.1) การใช้เทคโนโลยีคอมพิวเตอร์ 4.1.1) สำหรับงานวิชาการ ได้แก่ ควรมี Hardware และ Software ที่ดีและเพียงพอใช้ในห้องเรียนและห้องปฏิบัติการ 4.1.2)สำหรับการบริหารงานบุคคลควรแบ่งกลุ่มครูที่มีทักษะด้านคอมพิวเตอร์เป็นพี่เลี้ยงช่วยพัฒนาให้กับครูที่ไม่มีทักษะ4.1.3)สำหรับงานการบริหารทั่วไปควรใช้การออกแบบด้วยโปรแกรมคอมพิวเตอร์ช่วยงานบริหารอาคารสถานที่มีฐานข้อมูลที่ดีทันสมัยและ 4.2) การใช้เทคโนโลยีการสื่อสารโทรคมนาคม สำหรับงานการบริหารงานบุคคลควรจัดระบบสัญญาณ Internet Hardware ให้มีความเสถียรสามารถสื่อสาร ส่งข้อมูลได้อย่างต่อเนื่อง 4.2 ประสิทธิผลการบริหารงานในโรงเรียน 2 ด้าน ได้แก่ 1) ด้านวิชาการควรมี Application ใหม่ๆ ที่นำไปใช้จริงได้ 2) ด้านการบริหารทั่วไปจัดระบบสัญญาณ Internet มีให้ความเสถียรและนำไปใช้อย่างครอบคลุมครบถ้วนตามขอบข่ายงาน

Abstract

The purposes of this research were: 1) to examine the level of information technology (IT) utilization and administrative effectiveness in schools under Sakon Nakhon Primary Educational Service Area Office 1 (SNO-PESAO 1), 2) to compare the levels of IT utilization and administrative effectiveness in schools as perceived by administrators and teachers, classified by position, work experience, and school sizes, 3) to determine the relationship between IT utilization and school administrative effectiveness, and 4) to establish guidelines for developing IT utilization and school administrative effectiveness. The samples, obtained through the multi-stage sampling, were 355 administrators and teachers in schools under SNO-PESAO 1, in the 2019 academic year. The instrument for data collection was a set of questionnaires with the reliability of 0.97consisting of the levels of IT utilization and school administrative effectiveness, with the discriminative power ranging from 0.42 to 0.84, and from 0.52 to 0.91, respectively. The statistics were percentage, mean and standard deviation, Independent Samples t-test, One-Way ANOVA, Scheffé’s Pairwise Comparison of means, and Pearson’s Product Moment Correlation Coefficient. The findings were as follows: 1.The IT utilization and the level of school administrative effectiveness as a whole were at a high level. 2. The levels of IT utilization and school administrative effectiveness as perceived byparticipants, revealed that: 1) Regarding Position, there was not an overall difference, 2) Regarding Work Experience, the level of IT utilization showed no difference, whereas school administrative effectiveness was at a statistically significant difference of .05, and 3) Regarding School Sizes, the level of IT utilization and school administrative effectiveness as a whole were at a statistically significant difference of.05and .01, respectively. 3. The level of IT utilization and school administrative effectiveness were positively correlated at a high level (r=0.73) with a statistically significant difference of .01. 4. In this research, Development guidelines  4.1 Level of use of information technology 1) There should be good and sufficient hardware software used in the classroom and laboratory. 2) Personnel management should divide groups of teachers with computer skills into mentors to help develop teachers without skills. 3) General administrative work should use design with computer-aided program to manage the building. Have a good, modern database 4) Human resource management should establish stable and reliable internet hardware system. Continuous data transmission. 4.2 The effectiveness of school administration 1) Academic should have new applications that can be used 2) For general management, the internet signal system is stable and fully implemented in accordance with the scope of work.
