บทคัดย่อ

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาองค์ประกอบหลัก องค์ประกอบย่อยภาวะผู้นำเชิงสร้างสรรค์สำหรับนักวิชาการศึกษา สังกัดองค์กรปกครองส่วนท้องถิ่น ในภาคตะวันออกเฉียงเหนือ 2) สร้างและพัฒนาโปรแกรมการภาวะผู้นำเชิงสร้างสรรค์สำหรับนักวิชาการศึกษา สังกัดองค์กรปกครองส่วนท้องถิ่น ในภาคตะวันออกเฉียงเหนือ 3) ตรวจผลของโปรแกรมการภาวะผู้นำเชิงสร้างสรรค์สำหรับนักวิชาการศึกษา สังกัดองค์กรปกครองส่วนท้องถิ่นในภาคตะวันออกเฉียงเหนือ ตามโปรแกรมที่พัฒนาขึ้น การวิจัยครั้งนี้เป็นการวิจัยและพัฒนา(Research and Development : R & D) ดำเนินการ 3 ระยะ คือ ระยะที่ 1 การศึกษาองค์ประกอบภาวะผู้นำเชิงสร้างสรรค์ ประกอบด้วย การวิเคราะห์เอกสารและงานวิจัยที่เกี่ยวข้อง การสัมภาษณ์เชิงลึกผู้เชี่ยวชาญ และการวิจัยเชิงสำรวจ ประชากรและกลุ่มตัวอย่างได้แก่ นักวิชาการศึกษา สังกัดองค์กรปกครองส่วนท้องถิ่น ในภาคตะวันออกเฉียงเหนือ ปีงบประมาณ 2562 จำนวน 2,967 คน กลุ่มตัวอย่าง จำนวน  341 คน ในการกำหนดขนาดของกลุ่มตัวอย่างโดยใช้ตารางของ Krejcie and Morgan ใช้แบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ (Rating Scale) วิเคราะห์ข้อมูลโดยใช้ค่าความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ระยะที่ 2 การร่างและสร้างโปรแกรม ประกอบด้วย การร่างและสร้างโปรแกรม ยืนยันโดยผู้เชี่ยวชาญจำนวน 10 คน ระยะที่ 3 การทดลองใช้โปรแกรมและสรุปผล เป็นการจัดอบรมเชิงปฏิบัติการ โดยทดลองใช้กับนักวิชาการศึกษา จำนวน 30 คน และสรุปผลการทดลองใช้

ผลการวิจัย พบว่า

1. องค์ประกอบของภาวะผู้นำเชิงสร้างสรรค์สำหรับนักวิชาการศึกษาสังกัดองค์กรปกครองส่วนท้องถิ่น ในภาคตะวันออกเฉียงเหนือ มี 5 องค์ประกอบหลัก 15 องค์ประกอบย่อย ดังนี้ 1) ด้านความยืดหยุ่นมี 3 องค์ประกอบย่อย คือ การปรับตัวให้เข้ากับสถานการณ์ การเปิดกว้างรับความคิดใหม่ๆ การมีอิสระทางความคิด 2) ด้านการมีวิสัยทัศน์ มี 3 องค์ประกอบย่อย คือ การคิดเชิงอนาคต การสร้างกลยุทธ์ พร้อมรับการเปลี่ยนแปลง 3) ด้านการจินตนาการสู่ความคิดสร้างสรรค์ มี 3 องค์ประกอบย่อย คือ ความคิดสร้างสรรค์ การแก้ปัญหา การมีอารมณ์ขัน 4) ด้านการมุ่งความสำเร็จ มี 3 องค์ประกอบย่อย คือ ความตั้งใจในการทำงาน การพัฒนาตนเอง ความรับผิดชอบ และ 5) ด้านความน่าเชื่อถือ มี 3 องค์ประกอบย่อย คือ ความชำนาญ ความไว้วางใจ การโน้มน้าวใจ ส่วนการเรียงลำดับความต้องการความจำเป็นจากมากไปหาน้อย โดยใช้เทคนิคประเมินความต้องการความจำเป็น PNImodified ได้ดังนี้ 1) ด้านวิสัยทัศน์ 2) ด้านการจินตนาการสู่ความคิดสร้างสรรค์ 3) ด้านการมุ่งความสำเร็จ 4) ด้านความยืดหยุ่น 5) ด้านความน่าเชื่อถือ

2. โปรแกรมการพัฒนาภาวะผู้นำเชิงสร้างสรรค์สำหรับนักวิชาการศึกษา สังกัดองค์กรปกครองส่วนท้องถิ่น ในภาคตะวันออกเฉียงเหนือ มีองค์ประกอบของโปรแกรม คือ 1) หลักการ 2) จุดมุ่งหมาย 3) เนื้อหา 4) กระบวนการ 5) การประเมินผล

3. ผลการทดลองใช้โปรแกรมการพัฒนาภาวะผู้นำเชิงสร้างสรรค์สำหรับนักวิชาการศึกษา สังกัดองค์กรปกครองส่วนท้องถิ่น ในภาคตะวันออกเฉียงเหนือ พบว่า

3.1 ก่อนการทดลองใช้โปรแกรม พบว่า ภาวะผู้นำเชิงสร้างสรรค์ ทั้ง 5 ด้าน โดยรวมอยู่ในระดับมาก (= 4.07) และเมื่อพิจารณาองค์ประกอบย่อย พบว่า อยู่ในระดับมากทุกข้อ

3.2 หลังการทดลองใช้โปรแกรม พบว่า ภาวะผู้นำเชิงสร้างสรรค์ ทั้ง 5 ด้าน โดยรวมอยู่ในระดับมาก (= 4.35) และเมื่อพิจารณาองค์ประกอบย่อย พบว่า อยู่ในระดับมากทุกข้อ อาจเป็นเพราะโปรแกรมมีความเหมาะสม ความถูกต้อง ความเป็นไปได้ และความเป็นประโยชน์ สามารถนำมาใช้ได้จริงในการปฏิบัติงาน

Abstract

The purposes of this research were: 1) to examine the major components and subcomponents of creative leadership for educators under the Local Administrative Organization (LAO) in the northeastern region (NER); 2) to construct and develop the creative leadership program for educators under the LAO in the NER; 3) to examine the effects after the implementation of the developed creative leadership program for educators under the LAO in the NER. The Research and Development (R&D) was conducted in three phases. Phase I examined the components of creative leadership. This initial phase involved analysis of related documents and studies, expert in-depth interviews, and a survey. The research population consisted of 2,967 educators from 16 provinces under the LAO in the NER in the 2019 fiscal year. The sample of 341 educators was obtained through a formula for determining sample size of Krejcie and Morgan from 2,967 educators under the LAO in the NER in the 2019 academic year. The set of 5-rating scale questionnaires was carried out and analyzed using frequency, percentage, mean and standard deviation. Phase II – Program Draft and Assessment involved drafting and assessing a program. The program was confirmed by ten experts. Phase III concerned program implementation and summary. The training workshop was conducted with 30 educators. A summary of the results of this research was also concluded.

The findings revealed that:

1. The components of creative leadership for educators under the LAO in the NER comprised five major components with 15 subcomponents, which are described in detail as follows: 1) Flexibility involved three subcomponents-adapting to a situation, open-mindedness, free thought; 2) Vision involved three subcomponents: futuristic thinking, strategic creation, readiness for changes; 3) Imagination for Better Creative thinking concerned three subcomponents: creative thinking, problem solving, having a sense of humor; 4) Achievement Orientation composed three subcomponents: work commitment, self-development, responsibility; and 5) Reliability comprised three subcomponents: expertise, trustworthiness, persuasion. The needs assessment was analyzed by Modified Priority Needs Index (PNImodified) technique and arranged to their priority as follows: 1) vision, 2) imagination for better creative thinking, 3) achievement orientation, 4) flexibility, and 5) reliability.

2. The creative leadership program for educators under the LAO in the NER consisted of 1) principles, 2) objectives, 3) contents, 4) process, and 5) evaluation.

3. The effects after the implementation of the developed creative leadership program for educators under the LAO in the NER revealed that:

3.1 Before the program implementation, all five aspects of creative leadership for educators as a whole were at a high level (= 4.07). When considering in each subcomponent, all aspects were at a high level.

3.2 After the program implementation, all five aspects of creative leadership for educators as a whole were at a high level (= 4.35). When considering in each subcomponent, all aspects were at a high level. This could be resulted from the developed program quality in terms of propriety, accuracy, feasibility, and utility, and being responsive to actual practice.
