บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อนำเสนอแนวทางการพัฒนาสมรรถนะของครูศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่น จังหวัดอ่างทอง วิธีดำเนินการวิจัยแบ่งเป็น 2 ขั้นตอน คือ ขั้นตอนที่ 1 สร้างและตรวจสอบแนวทางผู้วิจัยสร้างแนวทางการพัฒนา จากการศึกษาเอกสารและนำไปตรวจความตรงเชิงเนื้อหาโดยผู้เชี่ยวชาญด้านการบริหารการศึกษาจำนวน 5 คน ซึ่งได้มาโดยวิธีการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามชนิดมาตราส่วนประมาณค่าวิเคราะห์ข้อมูลด้วยการหาค่าดัชนีความสอดคล้อง และขั้นตอนที่ 2 ประเมินความเหมาะสมและความเป็นไปได้ในการนำแนวทางไปปฏิบัติจริง โดยการสอบถามความคิดเห็นของกลุ่มตัวอย่างหัวหน้าสถานศึกษาศูนย์พัฒนาเด็กเล็ก จำนวน 92 คน ซึ่งได้มาโดยวิธีการสุ่มแบบแบ่งชั้นภูมิ เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามชนิดมาตราส่วนประมาณค่า มีค่าความเชื่อมั่นด้านความเหมาะสมเท่ากับ 0.980 และด้านความเป็นไปได้เท่ากับ 0.981 วิเคราะห์ข้อมูลด้วยสถิติค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการทดสอบค่าที ผลการวิจัยพบว่า แนวทางการพัฒนาสมรรถนะของครูศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่น ประกอบด้วย 8 องค์ประกอบ มีรายการปฏิบัติรวมทั้งสิ้น 56 รายการ ได้แก่ 1) องค์ประกอบที่ 1 สมรรถนะด้านการมุ่งผลสัมฤทธิ์ จำนวน 7 รายการ 2) องค์ประกอบที่ 2 สมรรถนะด้านการยึดมั่นความถูกต้องและจริยธรรม จำนวน 7 รายการ 3)องค์ประกอบที่ 3 สมรรถนะความเข้าใจในองค์กรและระบบงาน จำนวน 7 รายการ 4) องค์ประกอบที่ 4 สมรรถนะด้านการบริการเป็นเลิศ จำนวน 7 รายการ 5) องค์ประกอบที่ 5 สมรรถนะด้านการทำงานเป็นทีม จำนวน 7 รายการ 6) องค์ประกอบที่ 6 สมรรถนะด้านการออกแบบการเรียนรู้ จำนวน 7 รายการ 7)องค์ประกอบที่ 7 สมรรถนะด้านการพัฒนาผู้เรียน จำนวน 7 รายการ และ 8) องค์ประกอบที่ 8 การบริหารจัดการชั้นเรียน จำนวน 7 รายการ โดยทุกรายการมีความเหมาะสมและความเป็นไปได้ในการนำไปปฏิบัติจริงสูงกว่าเกณฑ์ที่กำหนดไว้ที่  =3.50 อย่างมีนัยสำคัญทางสถิติที่ระดับ .05

Abstract

This research aimed to: 1) To create and investigate the guidelines for developing the teacher competency of the child development center; 2) To assess the suitability and potential in the practical approach of the guidelines for developing the teacher’s competency of the child development center. The research methodology is divided into 2 steps: (1) Step to create and investigate the guidelines. Researcher constructed the guidelines from studying documents and investigate contents validity by 5 educational administration specialists, using the purposive sampling method. The research instrument was a rating scale questionnaire. The data were analyzed by using the Index of Item Objective Congruence: IOC. (2) Step to assess the propriety standard and feasibility standard of the guidelines. The samples were 92 chief administrators of the child development center, using the stratified random sampling method. The research instrument was a rating scale questionnaire with reliability level of propriety dimension at 0.980 and feasibility dimension at 0.981. (2). The data were analyzed using mean, standard deviation and t-test. The results were indicated as the guidelines consisted of 8 components and 56 items; (1) 7 items of achievement motivation competency, (2) 7 items of integrity competency, (3) 7 items of organization and process understanding competency, (4) 7 items of service mind competency, (5) 7 items of teamwork competency, (6) 7 items of learning design competency, (7) 7 items of student development competency and (8) 7 items of classroom management. The 8 components and 56 items of the guidelines had evaluative results of the propriety standard and feasibility standard that is higher than the specified threshold at 3.50 of mean with statistically significant level of .05.
