บทคัดย่อ

การวิจัยครั้งนี้ความมุ่งหมายของการวิจัยเพื่อศึกษาสภาพ  ปัญหาและประสิทธิผลการดำเนินงานศูนย์พัฒนาเด็กเล็กตามความคิดเห็นของบุคลากรในสังกัดองค์กรปกครองส่วนท้องถิ่นในจังหวัดอุดรธานีและเพื่อเปรียบเทียบสภาพปัญหาและประสิทธิผลการดำเนินงาน จำแนกตามสถานภาพการดำรงตำแหน่ง วุฒิการศึกษา และหน่วยงานต้นสังกัดและเพื่อหาแนวทางยกระดับประสิทธิผลการดำเนินงาน กลุ่มตัวอย่าง ได้แก่ บุคลากรทางการศึกษาและผู้ดูแลเด็กศูนย์พัฒนาเด็กเล็กขององค์กรปกครองส่วนท้องถิ่นในจังหวัดอุดรธานี จำนวน 323 คน ประกอบด้วย ปลัดเทศบาล/อบต. จำนวน 46 คน ผู้อำนวยกองการศึกษาหรือผู้รักษาราการแทน จำนวน 46 คน นักวิชาการศึกษา จำนวน 31 คน และครูผู้ดูแลเด็ก จำนวน 200 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามเกี่ยวกับสภาพ ปัญหาและประสิทธิผลการดำเนินงานศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่นในจังหวัดอุดรธานี มีค่าอำนาจจำแนกด้านสภาพการดำเนินงานมีค่าอำนาจจำแนกอยู่ระหว่าง 0.558-0.902, ด้านปัญหาการดำเนินงานมีค่าอำนาจจำแนกอยู่ระหว่าง 0.937, ด้านประสิทธิผลการดำเนินงานมีค่าอำนาจจำแนกอยู่ระหว่าง 0.588-0.937 และค่าความเชื่อมั่นดังนี้คือ ด้านสภาพการดำเนินงานมี่ค่าความเชื่อมั่น .996, ด้านปัญหาการดำเนินงานมี่ค่าความเชื่อมั่น .996, ด้านประสิทธิผลการดำเนินงานมี่ค่าความเชื่อมั่น .996,สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ()และส่วนเบี่ยงเบนมาตรฐาน (S.D.) การวิเคราะห์ความแปรปรวนทางเดียว (One way ANOVA) ใช้สถิติทดสอบที (t-test) ชนิด Independent Samples

ผลการวิจัย พบว่า

1. สภาพและประสิทธิผลการดำเนินงานศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่นในจังหวัดอุดรธานี ตามความคิดเห็นของปลัดเทศบาล/ ปลัด อบต. ผู้อำนวยการกองการศึกษา/ผู้รักษาราชการแทน นักวิชาการศึกษา และครูผู้ดูแลเด็ก โดยรวมอยู่ในระดับมาก ส่วนปัญหาการดำเนินงาน โดยรวมและรายด้านอยู่ในระดับน้อย

2. ผลการเปรียบเทียบสภาพการดำเนินงานศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่นในจังหวัดอุดรธานี ตามความคิดเห็นของบุคลากรขององค์กรปกครองส่วนท้องถิ่นในจังหวัดอุดรธานี จำแนกตาม สถานภาพการดำรงตำแหน่ง วุฒิการศึกษา หน่วยงานต้นสังกัด มีความคิดเห็นเกี่ยวกับสภาพการดำเนินงานศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่นในจังหวัดอุดรธานี โดยรวมไม่แตกต่างกัน

3. ผลการเปรียบเทียบปัญหาการดำเนินงานศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่นในจังหวัดอุดรธานี ตามความคิดเห็นของบุคลากรขององค์กรปกครองส่วนท้องถิ่นในจังหวัดอุดรธานี จำแนกตาม สถานภาพการดำรงตำแหน่ง วุฒิการศึกษา หน่วยงานต้นสังกัด มีความคิดเห็นเกี่ยวกับปัญหาการดำเนินงานโดยรวม ไม่แตกต่างกัน

4. ผลการเปรียบเทียบประสิทธิผลการดำเนินงานศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่นในจังหวัดอุดรธานี ตามความคิดเห็นของบุคลากรขององค์กรปกครองส่วนท้องถิ่นในจังหวัดอุดรธานี จำแนกตามสถานภาพการดำรงตำแหน่ง วุฒิการศึกษา หน่วยงานต้นสังกัด มีความคิดเห็นเกี่ยวกับสภาพการดำเนินงานศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่นในจังหวัดอุดรธานี โดยรวมไม่แตกต่างกัน

5. แนวทางยกระดับประสิทธิผลการดำเนินงานศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่นในจังหวัดอุดรธานี เสนอแนะไว้ 2 ด้าน ประกอบด้วย ด้านบุคลากร และด้านอาคาร สถานที่ สิ่งแวดล้อมและความปลอดภัย

Abstract

The purposes of this research were: to examine conditions, problems and operational effectiveness of Child Development Centers as perceived by personnel under the Local Administrative Organization (LAO) in Udonthani Province; to compare conditions, problems and operational effectiveness, classified by position, education level, and individual organization; and to establish the guidelines for improving operational effectiveness. The samples were education personnel and teachers working at Child Development Centers under the LAO in Udonthani Province, yielding a total of 323 people, consisting of 46 Municipal Clerks/Chief Administrators of the Subdistrict Administrative Organization (SAO), 46 Directors of Education Division or Acting Directors, 31 educators, and 200 teachers.The research instrument for data collection was a set of questionnaires containing conditions, problems and operational effectiveness of Child Development Centers under the LAO in Udonthani. The discriminative power of all parts were determined ranging respectively from 0.56 to 0.90,0.94, from 0.59to 0.94. The reliability was .99 in all parts. Statistics for data analysis were frequency, percentage, mean (), standard deviation (S.D.), One-Way ANOVA, and t-test for Independent Samples.

The findings were as follows:

1. The conditions and operational effectiveness of Child Care Centers under the LAO in Udonthani Province as perceived by Municipal Clerks/Chief Administrators of the Subdistrict Administrative Organization (SAO), Directors of Education Division, educators, and teachers, as a whole at a high level. The operational problems as a whole and each aspect were at a low level.

2. The comparison results of the operational conditions of Child Development Centers as perceived by personnel, classified by position, education level, and individual organization were not different in overall.

3. The comparison results in terms of operational problems, as perceived by personnel, classified by position, educational level, and individual organization, were not different in overall.

4. The comparison results in terms of operational effectiveness as perceived by personnel, classified by position, educational level and individual organization were not different in overall.

5. The proposed guidelines for improving operational effectiveness of Child Development Centers under the LAO in Udonthani Province were drawn from the experts’ interviews, including two aspects as follows: 1) Personnelinvolved:1.1)Providing learning opportunities for education personnel in terms of training and practical experience to gain expertise in instructional practices and learning experience management, and to be engaged in self-development; 1.2)Managing flexible learning experience, with the focus of the learner-centered approach, and implementing appropriate classroom management plans; 1.3) Improving student development through ongoing measurement and evaluation, including supervision and follow-up the learning experience management of teachers on an ongoing and systematic basis; and 2) Building, environment and safety involved: 2.1)Allocating adequate budget for building and environment management of Child Development Centers; 2.2)Creating beautiful, safe and well-organized outdoor playgrounds; 2.3) Providing audio-visual education room and new playground equipment for all Child Development Centers to facilitate child development.
