บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับปัญหาในการบริหารการศึกษานอกระบบและการศึกษาตามอัธยาศัยตามระดับความคิดเห็นของครูศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัยจังหวัดชัยภูมิ 2) เปรียบเทียบระดับความคิดเห็นต่อปัญหาการบริหารการศึกษานอกระบบและการศึกษาตามอัธยาศัยของครูศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัยจังหวัดชัยภูมิจำแนกตามประสบการณ์การทำงาน และ 3) ศึกษาข้อเสนอแนะสำหรับการพัฒนาการบริหารการศึกษานอกระบบและการศึกษาตามอัธยาศัยของครูศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัยจังหวัดชัยภูมิ กลุ่มตัวอย่าง คือ ครูศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัย สังกัดสำนักงาน กศน.จังหวัดชัยภูมิ จำนวน 225 คน กำหนดขนาดกลุ่มตัวอย่างโดยใช้ตารางสำเร็จรูปของเครจซี่และมอร์แกนแล้วทำการสุ่มอย่างง่าย เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามชนิดมาตราส่วนประมาณค่า 5 ระดับ มีค่าอำนาจจำแนกระหว่าง .204-.747 และค่าความเชื่อมั่นเท่ากับ .967 และแบบสัมภาษณ์แบบมีโครงสร้าง วิเคราะห์ข้อมูลโดยใช้โปรแกรมสำเร็จรูปเพื่อคำนวณ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และทำการทดสอบสมติฐานโดยใช้ F-test (One-Way ANOVA) สำหรับข้อมูลจากการสัมภาษณ์ใช้วิธีวิเคราะห์เนื้อหา

ผลการวิจัย พบว่า

1. ความคิดเห็นของครูต่อปัญหาในการบริหารการศึกษานอกระบบและการศึกษาตามอัธยาศัยจังหวัดชัยภูมิ สังกัดสำนักงานส่งเสริมการศึกษานอกระบบและการศึกษาตามอัธยาศัยจังหวัดชัยภูมิ โดยภาพรวมอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านการบริหารจัดการ รองลงมา ได้แก่ ด้านการจัดกิจกรรมการเรียนรู้ ด้านการติดตามประเมินผลและรายงานผล และด้านการมีส่วนร่วม ตามลำดับ

2. ครูศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัยจังหวัดชัยภูมิที่มีประสบการณ์การทำงานต่างกันมีความคิดเห็นต่อปัญหาการบริหารการศึกษานอกระบบและการศึกษาตามอัธยาศัยไม่แตกต่างกัน

3. ข้อเสนอแนะสำหรับการพัฒนาการบริหารการศึกษานอกระบบและการศึกษาตามอัธยาศัยของครูศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัยจังหวัดชัยภูมิ ที่สำคัญมีดังนี้ สถานศึกษาควรมีอาคารอยู่ในสภาพเหมาะสม มั่นคง แข็งแรง และปลอดภัย มีสภาพแวดล้อมที่สะอาด ร่มรื่น สวยงาม และการจัดสถานที่มีความเป็นสัดส่วน เป็นเอกเทศ มีสื่อการสอนและอุปกรณ์การเรียนที่ครอบคลุมหลักสูตร ทันสมัย เพียงพอและเอื้อต่อการจัดกิจกรรมการเรียนรู้ สถานศึกษาควรจัดกิจกรรมการศึกษาเพื่อพัฒนาอาชีพ และกิจกรรมการศึกษาเพื่อพัฒนาทักษะชีวิตที่หลากหลายเพื่อดึงดูดความสนใจของนักศึกษาและประชาชน มีการประมวลผลและจัดทำระบบฐานข้อมูลระดับตำบล การเผยแพร่ข้อมูลข่าวสารที่เป็นประโยชน์ต่อชุมชนผ่านสื่ออิเล็กทรอนิกส์ สถานศึกษาควรให้ชุมชนมีส่วนร่วมในการ ประชาสัมพันธ์ให้ประชาชน และทุกภาคส่วนเข้ามามีส่วนร่วมจัดกิจกรรม กศน. มีการเชื่อมโยงเครือข่ายการเรียนรู้ในตำบล และต่างตำบลโดยการจัดทำข้อตกลงความร่วมมือหรือเอกสารความร่วมมือกับเครือข่ายและผู้ที่เกี่ยวข้องในชุมชน และการเชื่อมโยงเครือข่ายการเรียนรู้ในตำบล และต่างตำบลโดยการประชาสัมพันธ์และเผยแพร่แหล่งเรียนรู้และภูมิปัญญาอย่างต่อเนื่อง ควรมีการดำเนินการนิเทศ ติดตามผลกับภาคีเครือข่าย และรวบรวมข้อมูลที่เป็นระบบ นำผลการวิเคราะห์และสังเคราะห์ข้อมูลมาปรับปรุงพัฒนากิจกรรม มีการจัดทำสรุปผลการปฏิบัติงานประจำปี และการรายงานผลต่อคณะกรรมการ กศน.ตำบล เครือข่าย

Abstract

This research aimed at 1) study the level of the problems on the administration of Non-formal and Informal Education (NFE) towards the level of teachers’ opinions in Chaiyaphum Non-formal and Informal Education Center, 2) compare the level of the opinions regarding to the problems on the administration of NFE of teachers in Chaiyaphum NFE Center classified by work experiences, and 3) study the suggestions for the administration of NFE of the teachers in Chaiyaphum NFE Center. The samples were 225 teachers of Chaiyaphum NFE Center in the academic year 2018. The sample size was determined by using Krejcie and Morgan table and then employed the simple random sampling.  The research instruments were 5-rating scale questionnaires with the discrimination range between .204-.747 and the reliability of .967 and a structured interview. The statistics used to analyze the data were percentage, mean, standard deviation, and the hypothesis was tested by employing F-test (One-Way ANOVA). The interviewing data were analyzed by using content analysis.

The results were as follows:

1. The teachers’ opinions towards the problems on the administration of Chaiyaphum NFE under Chaiyaphum Provincial NFE in overall were at the moderate level. When considering each aspect, it found that the highest mean scores were the administration aspect, followed by learning activity management, monitoring, evaluating and reporting, and participating, respectively.

2. Teachers of Chaiyaphum NFE Centers with different work experiences had the opinions towards the problems on the administration of Chaiyaphum NFE Centers not different.

3. Suggestions for the development of the administration on the NFE of the teachers in Chaiyaphum NFE Centers are as follows: the schools should the building is in good condition, stable, strong and safe; the environment around the building is clean, shady and beautiful scenery; it should separate from the other buildings; should have sufficient modern teaching and learning materials to support for the learning activities; the schools should organize educational activities for career development and for various life skills to attract the students and the public’s attention; schools should manipulate and process the database in sub-district level include publishing useful information to the communities via the media and allow them to promote the school activities for cooperating the people, government and business sectors to involve in the NFE activities; schools should connect to the learning networks in and other districts by signing the Memorandum Of Understanding (MOU) with them and those who involve in the community, the school should link with their learning network in and out the district by publicizing school learning resources and wisdom continuously; supervise, and follow up with the network partners, gather the data systematically and synthesize them to develop their activities; summarize and report the annual performance to the committees of Sub-district NFE Network.
