บทคัดย่อ

การวิจัยในครั้งนี้มีความมุ่งหมายเพื่อศึกษา สภาพ ปัญหา และประสิทธิผลการบริหารงานงบประมาณของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาในจังหวัดนครพนม กลุ่มตัวอย่างที่ใช้ในการวิจัยคือ ผู้บริหาร ครูปฏิบัติหน้าที่การเงิน ครูปฏิบัติหน้าที่พัสดุและครูผู้สอน ปีการศึกษา 2561 จำนวน 340 คน จาก 85 โรงเรียน ได้มาโดยใช้ การสุ่มแบบแบ่งชั้นแบบใช้สัดส่วน (Proportional Stratified Random Sampling) ผู้บริหาร 85 คน ครูปฏิบัติหน้าที่การเงิน 85 คน ครูปฏิบัติหน้าที่พัสดุ 85 คนและครูผู้สอน 85 คน เครื่องมือที่ใช้ในารเก็บข้อมูลเป็นแบบสอบถามประมาณค่า 3 ด้านคือ ด้านที่ 1 สภาพการบริหารงานงบประมาณของโรงเรียน มีค่าความเชื่อมั่น 0.995 ด้านที่ 2 ปัญหาการบริหารงานงบประมาณของโรงเรียน มีค่าความเชื่อมั่น 0.987 ด้านที่ 3 ประสิทธิผลการบริหารงานงบประมาณของโรงเรียน มีค่าความเชื่อมั่น 0.986 สถิติที่ใช้ในการวิเคราะห์ข้อมูลคือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐานทดสอบสมมติฐานโดยใช้การวิเคราะห์ F-test (One – Way ANOVA)

ผลการวิจัย พบว่า

1. สภาพ การบริหารงานงบประมาณของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาในจังหวัดนครพนม อยู่ในระดับปานกลาง ปัญหาการบริหารงานงบประมาณอยู่ในระดับน้อย และประสิทธิผลการบริหารงานงบประมาณอยู่ในระดับมาก

2. สภาพ การบริหารงานงบประมาณของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาในจังหวัดนครพนม ตามความคิดเห็นของผู้บริหาร ครูปฏิบัติหน้าที่การเงิน ครูปฏิบัติหน้าที่พัสดุ ครูผู้สอน จำแนกตามสถานภาพโดยรวมไม่แตกต่างกัน เมื่อพิจารณาเป็นรายด้านมีความแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 ด้านปัญหา และประสิทธิผล โดยรวมและรายด้านมีความคิดเห็นแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01

Abstract

The purposes of this research were as follows: to study state of problems and effectiveness of budget administration of schools in the Primary Educational Service Area Office Nakhon Phanom Province Research samples were administrators, financial teachers, parcel teachers, and teachers in the academic year of 2561. There were 340 people from 85 schools, by proportional stratified random sampling; it had separated into administrators 85 people, financial teachers 85 people, parcel teachers 85 people, and teachers 85 people.  The research instruments were questionnaire rating scale value 3 parts as follows: 1) state of budget administration of schools had confidence 0.995, 2) problems of budget administration of schools had confidence 0.987, 3) effectiveness of budget administration of schools had confidence 0.986, Statistics of this research used as follows; average, percentage, standard deviation, and F-test (One – Way ANOVA) analysis.

Research findings were as follows:

1. State of budget administration of schools in the Primary Educational Service Area Office Nakhon Phanom Province were a moderate level, problems of budget administration of schools were a low level, and effectiveness of budget administration of schools were a much level.

2. State of budget administration of schools in the Primary Educational Service Area Office Nakhon Phanom Province according to comments of administrators, financial teachers, parcel teachers, and teachers had classified by status at overview, there weren’t difference, but when we had considered to each aspect found that there were differences at the .01 level of significance, problems and effectiveness at overview and each aspect had thought the difference, at the .01 level of significance.

3. State of budget administration of schools in the Primary Educational Service Area Office Nakhon Phanom Province according to comments of administrators, financial teachers, parcel teachers, and teachers had classified by the experience in position at overview, there weren’t difference, but when we had considered to each aspect found that there were differences at the .01 level of significance, problems and effectiveness at overview and each aspect had thought the difference, at the .01 level of significance.

4. State of budget administration of schools in the Primary Educational Service Area Office Nakhon Phanom Province according to comments of administrators, financial teachers, parcel teachers, and teachers had classified by the difference schools size at overview and each aspect, there weren’t difference, but the problems at overview and each aspect had thought the difference, at the .01 level of significance, but the effectiveness at overview and each aspect had thought the difference, at the .05 level of significance.

5. This research had presented the ways to expand the effectiveness of budget administration of schools all of 6 aspects as follows; preparation and presentation to request for budget, budget appropriation, checking tracking evaluation to report the results of spending and results of operations, resources mobilize and investment for education, financial administration, account administration, there should have been meeting explanation to all of personnel get to know, to prepare the guidebook and go to field trips and learning at the school, there were best practice and absolutely about budget administration, to prepare meeting and workshop to personnel who was concerned in the  budget administration for personnel get to know and understanding, there should have been supervisory tracking and checking with transparency and carefully about the budget administration.
