บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับปัญหาในการปฏิบัติงานตามเกณฑ์มาตรฐานวิชาชีพครูของครูในวิทยาลัยเกษตรและเทคโนโลยี สังกัดสถาบันการอาชีวศึกษาเกษตรภาคตะวันออกเฉียงเหนือ 2) เปรียบเทียบระดับปัญหาในการปฏิบัติงานตามเกณฑ์มาตรฐานวิชาชีพครู ของครูในวิทยาลัยเกษตรและเทคโนโลยี สังกัดสถาบันการอาชีวศึกษาเกษตรภาคตะวันออกเฉียงเหนือ จำแนกตามประสบการณ์การทำงานและตำแหน่ง/วิทยฐานะ และ 3) ข้อเสนอแนะการแก้ปัญหาในการปฏิบัติงานตามเกณฑ์มาตรฐานวิชาชีพครู ของครูในวิทยาลัยเกษตรและเทคโนโลยี สังกัดสถาบันการอาชีวศึกษาเกษตรภาคตะวันออกเฉียงเหนือ กลุ่มตัวอย่างที่ใช้ในการวิจัย แบ่งเป็น 2 กลุ่ม ประกอบด้วยกลุ่มที่ 1 คือ กลุ่มที่ตอบแบบสอบถาม ได้แก่ ครูในวิทยาลัยเกษตรและเทคโนโลยี สังกัดสถาบันการอาชีวศึกษาเกษตรภาคตะวันออกเฉียงเหนือ ปีการศึกษา 2560 จำนวน 205 คน ได้มาโดยการกำหนดขนาดโดยใช้ตารางสำเร็จรูปเครจซีและมอร์แกน ดำเนินการสุ่มอย่างง่าย สำหรับกลุ่มที่ 2 คือ กลุ่มที่ตอบแบบสัมภาษณ์ จำนวน 9 คน ได้มาโดยวิธีเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามชนิดมาตราส่วนประมาณค่า 5 ระดับ มีค่าอำนาจจำแนกระหว่าง 0.80 - 1.00 และค่าความเชื่อมั่น 0.97 และแบบสัมภาษณ์แบบมีโครงสร้าง สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย และค่าส่วนเบี่ยงเบนมาตรฐาน ส่วนสถิติที่ใช้ในการทดสอบสมมุตติฐาน ใช้การวิเคราะห์ความแปรปรวนทางเดียวโดยใช้สถิติ F-test แบบ (One- Way ANOVA)

ผลการวิจัย พบว่า

1. ระดับปัญหาในการปฏิบัติงานตามเกณฑ์มาตรฐานวิชาชีพครู ของครูในวิทยาลัยเกษตรและเทคโนโลยี สังกัดสถาบันการอาชีวศึกษาเกษตรภาคตะวันออกเฉียงเหนือ โดยภาพรวมอยู่ในระดับน้อย เมื่อพิจารณารายมาตรฐาน พบว่า มาตรฐานที่มีค่าเฉลี่ย สูงที่สุด คือ มาตรฐานที่ 7 รายงานผลการพัฒนาคุณภาพของผู้เรียนได้อย่างมีระบบ รองลงมาได้แก่ มาตรฐานที่ 5 พัฒนาสื่อการเรียนการสอนให้มีประสิทธิภาพอยู่เสมอ และมีค่าเฉลี่ยต่ำที่สุด คือ มาตรฐานที่ 12 สร้างโอกาสให้ผู้เรียนได้เรียนรู้ในทุกสถานการณ์

2. ครูในวิทยาลัยเกษตรและเทคโนโลยี สังกัดสถาบันการอาชีวศึกษาเกษตรภาคตะวันออกเฉียงเหนือ ที่มีประสบการณ์การทำงานและตำแหน่งวิทยฐานะต่างกัน มีความคิดเห็นต่อปัญหาในการปฏิบัติงานตามเกณฑ์มาตรฐานวิชาชีพครูแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 

3. ข้อเสนอแนะการแก้ปัญหาในการปฏิบัติงานตามเกณฑ์มาตรฐานวิชาชีพครู ของครูในวิทยาลัยเกษตรและเทคโนโลยี สังกัดสถาบันการอาชีวศึกษาเกษตรภาคตะวันออกเฉียงเหนือ ที่สำคัญคือ ผู้บริหารควรจะส่งเสริมการแลกเปลี่ยนความรู้ในด้านวิชาการ สนับสนุนให้ได้รับการพัฒนาความสามารถในการทำวิจัยในชั้นเรียน ติดตามประเมินผลการปฏิบัติงานของครูตามเกณฑ์มาตรฐานวิชาชีพครูอย่างสม่ำเสมอในเชิงประจักษ์ ส่งเสริมการพัฒนาการสอนในรูปแบบ Team Teaching จัดวิชาสอนให้ตรงกับหลักสูตรและความต้องการ ของผู้เรียน จัดการเรียนการสอนแบบ PBL ส่งเสริมสนับสนุนให้ขวัญกำลังใจกับผู้สอนที่ปฏิบัติตนเป็นแบบอย่างที่ดีแก่ผู้เรียน ส่งเสริมให้ครูเข้าร่วมกิจกรรมสร้างความสามัคคีในหมู่คณะ ร่วมงานประเพณี กิจกรรมในท้องถิ่นและการศึกษา ดูงาน ส่งเสริมการนำระบบเทคโนโลยีสารสนเทศมาใช้ในการจัดกิจกรรมการเรียนการสอน และจัดให้มีอุปกรณ์และเทคโนโลยีที่ทันสมัยพร้อมใช้ในการปฏิบัติงาน

Abstract

The purposes of this study were: 1) to study the level of problems on the performance in accordance with teacher professional standards of teachers under the Institute of Vocational Education: Northeastern Region (IVE: NR). 2) to compare the level of the problems on the performance in accordance with teacher professional standards of teachers under IVE: NR classified by work experiences and professional positions. And 3) to study the suggestions for solving the problems on the performance in accordance with teacher professional standards of teachers under IVE: NR. The research group was divided into 2 groups. The first group was the questionnaire respondents. The respondents were 205 teachers under IVE: NR in the academic year 2017. The sample size was determined based on Krejcie and Morgan’s Sample Size Table and then employed simple random sampling. The second group was 9 interviewees selected by purposive sampling. The research instruments were a set of 5-rating scale questionnaire with the discrimination between 0.80 - 1.00 and the reliability of 0.97 and structured interview. The statistics used for analyzing the data were percentage, mean and standard deviation. The hypothesis was tested by using F-test (One Way ANOVA)

The research results indicated that:

1. The level of the problems on the performance in accordance with teacher professional standards of teachers under IVE: NR in overall was at a low level. When considering each aspect, it was found that the highest mean score was standard 7: report the learners’ quality development systematically. It was followed by standard 5: develop effective learning and teaching materials and the lowest mean score was standard 12: create the opportunities for the learners to learn in every situation.

2. The teachers under IVE: NR who had different work experiences and professional positions had the opinion toward the problems on the performance in accordance with teacher professional standards different at significant statistical of .05 levels.

3. The suggestions for solving the problems on the performance in accordance with teacher professional standards of teachers under IVE: NR, were: the school administrators should promote academic knowledge exchanges among the teachers; encourage the development of classroom research capabilities. The school administrators should evaluate the performance of teachers in accordance with the teacher professional standards regularly and concretely, promote the team teaching, and encourage PBL teaching in classroom, design the course to meet the curriculum and the learners’ needs. The schools administrators should promote the teachers who behave as good role models, encourage the teachers to join the activities for enhancing the harmony, and join the traditional activities in the community. The school administrators should promote the teachers’ field trip including applying the information technology to use in learning and teaching activities and provide the modern facilities and technology to use in the school.
