บทคัดย่อ

    การวิจัยนี้มีความมุ่งหมายเพื่อ 1. ศึกษาการมีส่วนร่วมของประชาชนในการพัฒนาชุมชน 2. เปรียบเทียบการมีส่วนร่วมของประชาชนในการพัฒนาชุมชนตามคุณลักษณะส่วนบุคคล และ 3. เสนอแนวทางพัฒนาการมีส่วนร่วมของประชาชนในการพัฒนาชุมชนตำบลหนองนาคำ อำเภอเมืองอุดรธานี จังหวัดอุดรธานี ซึ่งเป็นการวิจัยเชิงปริมาณและเชิงคุณภาพ กำหนดกลุ่มตัวอย่างจากประชากร จำนวน 17,421 คน โดยใช้สูตรของทาโร่ยามาเน่ ได้กลุ่มตัวอย่าง จำนวน 391 คน รวบรวมข้อมูลโดยใช้แบบสอบถามและสัมภาษณ์ มีค่าความตรงเชิงเนื้อหาตั้งแต่ 0.66 - 1.00 และมีความเชื่อมั่นเท่ากับ 0.844 การวิเคราะห์ข้อมูลใช้สถิติค่าร้อยละค่าเฉลี่ยค่าเบี่ยงเบนมาตรฐานสำหรับข้อมูลทั่วไปของกลุ่มตัวอย่าง สถิติเชิงอนุมานได้แก่ t - test และ F - test สำหรับเปรียบเทียบการมีส่วนร่วมของประชาชนในการพัฒนาชุมชนตามคุณลักษณะส่วนบุคคล ที่มีลักษณะส่วนบุคคลต่างกัน 
    ผลการวิจัยพบว่า
        1. การมีส่วนร่วมของประชาชนในการพัฒนาชุมชน ตำบลหนองนาคำ อำเภอเมืองอุดรธานี จังหวัดอุดรธานี ในภาพรวมพบว่า อยู่ในระดับมาก
        2. การเปรียบเทียบการมีส่วนร่วมของประชาชนในการพัฒนาชุมชนพบว่าผู้ตอบแบบสอบถามที่มี เพศ อายุ และอาชีพต่างกันมีส่วนร่วมในการพัฒนาชุมชนไม่แตกต่างกัน ส่วนผู้ตอบแบบสอบถามที่มีระดับการศึกษาต่างกันมีส่วนร่วมในการพัฒนาชุมชนทุกด้านแตกต่างกัน อย่างมีนัยสำคัญที่ระดับ .01
        3. ข้อเสนอแนวทางพัฒนาการมีส่วนร่วมของประชาชนในการพัฒนาชุมชน พบว่าควรเปิดโอกาสให้ประชาชนได้เข้าร่วมประชุมกับผู้นำท้องถิ่น เพื่อเสนอปัญหาและความต้องการของชุมชมในพัฒนาชุมชน ควรเปิดโอกาศให้ประชาชนมีส่วนร่วมในการกำหนดแนวทางเพื่อแก้ไขปัญหาของชุมชนเพื่อให้เกิดการพัฒนาชุมชนอย่างยั่งยืน ให้ประชาชนเข้ามามีส่วนร่วมในทุกกระบวนการของการแต่งตั้งในรูปของคณะกรรมการต่าง ๆ เมื่อได้รับมอบหมายให้เป็นกรรมการต่าง ๆ ก็จะรับรู้ปัญหาได้อย่างชัดเจนก็จะให้ความร่วมมือในการทำงานเสนอการแก้ไขปัญหาต่าง ๆ ได้เป็นอย่างดี ควรมีโครงการต่าง ๆ เช่น โครงการพัฒนาศักยภาพของคนในชุมชนและควรมีโครงการพัฒนาชุมชนที่ก่อให้เกิดประโยชน์ต่อประชาชนและชุมชน และควรเปิดโอกาสให้ประชาชนมีส่วนร่วมเป็นกรรมการตรวจสอบในการดำเนินงานโครงการตามแผนพัฒนาชุมชน

Abstract

    This research has the following objectives: 1. To study the participation of the public in community development; 2. To compare the public's participation in community development based on personal characteristics; and 3. To propose guidelines for enhancing public participation in the development of Nong Na Kham Subdistrict, Mueang Udon Thani District, Udon Thani Province. This study employs both quantitative and qualitative research methods. The sample was determined from a population of 17,421 people, using the Taro Yamane formula, resulting in a sample size of 391 individuals. Data were collected using questionnaires and interviews, with content validity ranging from 0.66 to 1.00 and reliability at .844. Data analysis utilized descriptive statistics, including percentages, means, and standard deviations for general information about the sample group. Inferential statistics, specifically t - tests and F - tests, were employed to compare public participation in community development based on differing personal characteristics.
        1. Overall, the level of public participation in the development of the Nong Na Kham community, Mueang Udon Thani District, Udon Thani Province, is found to be high.
        2. When comparing public participation in community development, it was found that respondents with different genders, ages, and occupations had similar levels of participation. However, respondents with varying levels of education demonstrated significantly different levels of participation in all aspects of community development, with a significance level of .01.
        3. Opportunities should be provided for citizens to participate in meetings with local leaders to present community problems and needs for development. Citizens should be involved in setting guidelines to address community issues to ensure sustainable development. Citizens should participate in all processes related to appointments in the form of various committees. When appointed as committee members, they will be better informed about the problems and will be more willing to cooperate and propose solutions effectively. Various projects, such as community capacity - building programs, should be implemented to benefit both the people and the community. Opportunities should be provided for citizens to serve as auditors in the implementation of projects according to the community development plan.
