บทคัดย่อ

    การวิจัยนี้มีความมุ่งหมายเพื่อ 1. ศึกษาการมีส่วนร่วมของประชาชนต่อการพัฒนาเทศบาลตำบลหนองเม็ก 2. เปรียบเทียบการมีส่วนร่วมของประชาชนต่อการพัฒนาเทศบาลตำบลหนองเม็ก ที่จำแนกตามลักษณะส่วนบุคคล และ 3. เสนอแนวทางการมีส่วนร่วมของประชาชนในการพัฒนาชุมชนเทศบาลตำบลหนองเม็ก อำเภอหนองหาน จังหวัดอุดรธานีซึ่งเป็นการวิจัยเชิงปริมาณและเชิงคุณภาพ กำหนดกลุ่มตัวอย่างจากประชาชาชนผู้มีอายุ 18 ปีขึ้นไป จำนวน 6,532 คน โดยใช้สูตรของทาโร่ยามาเน่ ได้กลุ่มตัวอย่าง จำนวน 377 คน รวบรวมข้อมูลโดยใช้แบบสอบถามและสัมภาษณ์ มีค่าความตรงเชิงเนื้อหาตั้งแต่ 0.66 - 1.00 และมีความเชื่อมั่นเท่ากับ 0.968 การวิเคราะห์ข้อมูลใช้สถิติร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐานสำหรับข้อมูลทั่วไปของกลุ่มตัวอย่าง สถิติเชิงอนุมานได้แก่ t - test และ F - test สำหรับเปรียบเทียบการมีส่วนร่วมของประชาชนต่อการพัฒนาเทศบาลตำบลหนองเม็ก ที่จำแนกตามลักษณะส่วนบุคคล
    ผลการวิจัยพบว่า
        1. การมีส่วนร่วมของประชาชนในการพัฒนาชุมชนเทศบาลตำบลหนองเม็ก อำเภอหนองหาน จังหวัดอุดรธานีในภาพรวมพบว่า อยู่ในระดับมาก
        2. การเปรียบเทียบการมีส่วนร่วมของประชาชนในการพัฒนาชุมชนเทศบาล พบว่าผู้ตอบแบบสอบถามที่มี เพศต่างกันมีส่วนร่วมไม่แตกต่างกัน ส่วนผู้ตอบแบบสอบถามที่มีอายุ และระดับการศึกษาต่างกันมีส่วนร่วมแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 และผู้ตอบแบบสอบถามที่มีอาชีพต่างกัน มีส่วนร่วม แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05
        3. ข้อเสนอแนวทางพัฒนาการมีส่วนร่วมของประชาชนในการพัฒนาชุมชนเทศบาล พบว่าให้ประชาชนได้มีส่วนร่วมในการให้ข้อมูลที่เป็นประโยชน์ในการนำไปใช้ในด้านการบริหารหรือการวางแผนงาน ๆ รวมทั้งจัดให้มีกิจกรรมที่สนับสนุนการมีส่วนร่วมของประชาชนเพิ่มมากขึ้น ควรปรับนโยบายเกี่ยวกับความรับผิดชอบต่อสังคมเพื่อให้ประชาชนรู้สึกเป็นส่วนหนึ่งของความรับผิดชอบต่อสังคมในการดำเนินกิจกรรมต่าง ๆ ในชุมชน และทำให้ประชาชนรู้สึกภาคภูมิใจเมื่อกิจกรรมหรือโครงการต่าง ๆ ที่ทางเทศบาลจัดขึ้น และหน่วยงานภาครัฐควรมีการกำหนดแผนการดำเนินงาน โดยให้ประชาชนเข้าไปมีส่วนร่วมในการดำเนินงานตั้งแต่กระบวนการกำหนดแนวทางและวางแผนการพัฒนาพื้นที่ร่วมกัน และมีส่วนร่วมในการเสนอแนวทางแก้ปัญหาของชุมชน

Abstract

    This research has the following objectives. To study public participation in the development of the Nong Mek Subdistrict Municipality. To compare public participation in the development of the Nong Mek Subdistrict Municipality based on personal characteristics. To propose guidelines for public participation in the development of the Nong Mek Subdistrict Municipality, Nong Han District, Udon Thani Province. This research is both quantitative and qualitative, with a sample group of 6,532 people aged 18 and over, determined using the Taro Yamane formula, resulting in a sample size of 377. Data were collected using questionnaires and interviews, with content validity ranging from 0.66 to 1.00 and reliability at .968. Data analysis involved descriptive statistics such as percentage, mean, and standard deviation for general information about the sample group, as well as inferential statistics including t - tests and F - tests for comparing public participation in the development of the Nong Mek Subdistrict Municipality based on personal characteristics.
    The research findings are as follows:
        1. Overall, public participation in the development of the Nong Mek Subdistrict Municipality, Nong Han District, Udon Thani Province, is at a high level.
        2. In comparing public participation based on gender, no significant difference was found. However, respondents of different ages and education levels showed significant differences in participation at the .01 level, and respondents with different occupations showed significant differences at the .05 level.
        3. Suggestions for enhancing public participation in community development include allowing citizens to provide useful information for management or planning purposes, increasing activities that support public participation, and adjusting policies regarding social responsibility to make citizens feel like a part of the community’s responsibilities. This would help foster pride in the activities or projects organized by the municipality. Additionally, government agencies should establish operational plans that involve public participation from the initial stages of setting guidelines and planning community development, as well as in proposing solutions to community issues.
