บทคัดย่อ

    การศึกษาวิจัยในครั้งนี้ มีความมุ่งหมายเพื่อ 1) ศึกษาการบริหารงานบุคคลในยุควิถีใหม่ของผู้บริหารสถานศึกษา และ 2) เปรียบเทียบความคิดเห็นเกี่ยวกับการบริหารงานบุคคลในยุควิถีใหม่ ของผู้บริหารสถานศึกษา สังกัดองค์การบริหารส่วนจังหวัดนครราชสีมาจำแนกตามประสบการณ์การทำงานและขนาดของสถานศึกษา กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษาและครู จำนวน 311 คน โดยใช้ตาราง Krejcie and Morgan ใช้วิธีการสุ่มแบบแบ่งชั้น เครื่องมือที่ใช้ในการวิจัย แบบสอบถามเป็นมาตราส่วนประมาณค่า 5 ระดับ (Rating Scale) มีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.79 สถิติที่ใช้วิเคราะห์ข้อมูลได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที (t - test) การทดสอบค่าเอฟ (F - test) การทดสอบความแปรปรวนทางเดียว (One - Way ANOVA)
    ผลการศึกษาพบว่า 
        1. การบริหารงานบุคคลในยุควิถีใหม่ของผู้บริหารสถานศึกษา สังกัดองค์การบริหารส่วนจังหวัดนครราชสีมา ในภาพรวมอยู่ในระดับมาก 
        2. ผลการเปรียบเทียบระดับความคิดเห็นของผู้บริหารและครูเกี่ยวกับการบริหารงานบุคคล ในยุควิถีใหม่ของผู้บริหารสถานศึกษา สังกัดองค์การบริหารส่วนจังหวัดนครราชสีมาแตกต่างกัน โดยจำแนกตามประสบการณ์การทำงานและขนาดของสถานศึกษา พบว่า ในภาพรวมและรายด้านแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ได้แก่ ด้านการสรรหาและการบรรจุแต่งตั้งและด้านการวางแผนอัตรากำลังและกำหนดตำแหน่ง ส่วนด้านอื่น ๆ ไม่แตกต่างกัน 
 

Abstract

    The purposes of this research were 1) to study personnel administration in new normal era of school administrators and 2) to compare opinions on personnel administration in new normal era of school administrators under Nakhon Ratchasima provincial administrative organization classified by work experience and size of school. The sample group consisted of 311 school administrators and teachers using Krejcie and Morgan table and stratified random sampling method. The research instrument was a 5-level rating scale questionnaire with reliability = 0.79. The statistics used for data analysis comprised frequency, percentage, mean, standard deviation, t - test, F - test, and One - Way ANOVA. 
    The research results were found that: 
        1. Personnel administration in new normal era of School administrators’ under provincial administrative organization of Nakhon Ratchasima province, in overall, was rated at a high level. 
        2. The comparison results of opinions of school administrators and teachers on personnel administration in new normal era of School administrators’ under provincial administrative organization of Nakhon Ratchasima province. classified by work experience and size of school were different. The comparison results showed that the opinions, in overall and in each aspect, were different with statistical significance at .05 level, including the aspect of recruitment and appointment, and the aspect of workforce planning and positioning, while the other aspects were not different
