บทคัดย่อ

    การวิจัยครั้งนี้มีความมุ่งหมายเพื่อศึกษา เปรียบเทียบ ความสัมพันธ์และแนวทาง การพัฒนาความสัมพันธ์ระหว่างการบริหารเชิงกลยุทธ์กับการเป็นชุมชนแห่งการเรียนรู้ทางวิชาชีพของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษานครพนม ตามความคิดเห็นของผู้บริหาร สถานศึกษาและครูผู้สอน จำแนกตามสถานภาพการดำรงตำแหน่งและขนาดของโรงเรียน ประจำปีการศึกษา 2566 ได้กลุ่มตัวอย่าง จำนวน 313 คน จำแนกเป็นผู้บริหารสถานศึกษา จำนวน 51 คน และครูผู้สอน จำนวน 262 คน จากจำนวน 51 โรงเรียน โดยวิธีการสุ่มแบบหลายขั้นตอน (Multi - Stage Random Sampling) เครื่องมือที่ใช้ในวิจัยเป็นแบบสอบถามและแบบสัมภาษณ์ คุณภาพ ของแบบสอบถามทั้งฉบับ มีอำนาจจำแนก อยู่ระหว่าง 0.319 - 0.859 และมีความเชื่อมั่น เท่ากับ 0.934 และระดับการเป็นชุมชนแห่งการเรียนรู้ทางวิชาชีพ มีค่าอำนาจจำแนก อยู่ระหว่าง 0.365 - 0.976 และมีความเชื่อมั่นเท่ากับ .984 เครื่องมือที่ใช้ในการวิจัย เป็นแบบสอบถาม มาตราส่วนประมาณค่า 5 ระดับและแบบสัมภาษณ์ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ทดสอบสมมติฐาน โดยใช้ค่าที (แบบ Independent) การวิเคราะห์ความแปรปรวนทางเดียว (One - Way ANOVA) การทดสอบความแตกต่างระหว่างค่าเฉลี่ยรายคู่ โดยวิธีการของ Scheffe’s method และการหาค่าสัมประสิทธิสหสัมพันธ์แบบเพียร์สัน (Pearson’s Product - Moment Correlation Coefficient)
    ผลการวิจัยพบว่า
        1. การบริหารเชิงกลยุทธ์ สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษานครพนม ตามความคิดเห็นของผู้บริหารสถานศึกษาและครูผู้สอน โดยรวมอยู่ในระดับมาก 
        2. การเป็นชุมชนแห่งการเรียนรู้ทางวิชาชีพของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษานครพนม ตามความคิดเห็นของผู้บริหารสถานศึกษาและครูผู้สอน โดยรวม อยู่ในระดับมาก จำแนกตาม สถานภาพการดำรงตำแหน่ง และขนาดสถานศึกษา พบว่า โดยรวมและรายด้านไม่แตกต่างกัน
        3. การบริหารเชิงกลยุทธ์ สังกัดสำนักงานเขตพื้นที่การศึกษา มัธยมศึกษานครพนม ตามความคิดเห็นของผู้บริหารสถานศึกษาและครูผู้สอน จำแนกตามสถานภาพการดำรงตำแหน่ง และขนาดของสถานศึกษาที่แตกต่างกัน พบว่า โดยรวมและรายด้านทุกด้านไม่แตกต่างกัน
        4. ความสัมพันธ์ระหว่างการบริหารเชิงกลยุทธ์กับการเป็นชุมชนแห่งการเรียนรู้ทางวิชาชีพของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษานครพนม มีความสัมพันธ์ทางบวกในระดับสูงอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 โดยมีค่าสัมประสิทธิ์สหสัมพันธ์ (rxy = 0.897**)
        5. แนวทางการพัฒนาการบริหารเชิงกลยุทธ์กับการเป็นชุมชนแห่งการเรียนรู้ทางวิชาชีพในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษานครพนม ด้านที่มีความสัมพันธ์ ระหว่างการบริหารเชิงกลยุทธ์ที่มีความสัมพันธ์อยู่ในระดับสูงมาก กับการเป็นชุมชนแห่งการเรียนรู้ทางวิชาชีพของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษานครพนม มี 6 ด้าน คือ 1) ด้านการวิเคราะห์สภาพแวดล้อม 2) ด้านการกำหนดทิศทาง 3) ด้านการกำหนดกลยุทธ์ 4) ด้านการนำกลยุทธ์ไปสู่การปฏิบัติ 5) ด้านการควบคุมกลยุทธ์ และ 6) ด้านการประเมินผล
        6. บริหารเชิงกลยุทธ์กับการเป็นชุมชนแห่งการเรียนรู้ทางวิชาชีพในโรงเรียน ที่ควรได้รับการพัฒนา จำนวน 4 ด้าน ได้แก่ 1) ด้านการวิเคราะห์สภาพแวดล้อม ผู้บริหารสถานศึกษาควรมีข้อมูลสภาพแวดล้อมของสถานศึกษา วางแผนและดำเนินการเพื่อสร้างสภาพแวดล้อมที่เหมาะสม 2) ด้านการกำหนดทิศทาง ผู้บริหารสถานศึกษาหรือหัวหน้าทีมควรมีการเปิดโอกาสให้บุคลากรหรือ ทีมงานทุกคนมีส่วนร่วมในการแสดงความคิดเห็น ร่วมคิด ร่วมวางแผนร่วมตัดสินใจ มีส่วนร่วมในการปฏิบัติ มีส่วนร่วมในการประเมินผล และมีส่วนร่วมในผลประโยชน์ร่วมกัน ในการปฏิบัติงาน 3) ด้านการควบคุมกลยุทธ์ ผู้บริหารสถานศึกษาควรกำหนดบทบาทและหน้าที่การปฏิบัติงานของบุคลากรอย่าง ชัดเจน ส่งเสริมและสนับสนุนให้บุคลากรทุกคนได้มีส่วนร่วมในการกำหนดเป้าหมายและ วัตถุประสงค์ของงานและ 4) ด้านการประเมินผล ผู้บริหารสถานศึกษาควรเลือกหรือสร้างตัวชี้วัดที่ชัดเจนและเกี่ยวข้องกับเป้าหมายวัตถุประสงค์ของการประเมินผล โดยคำนึงถึงความเชื่อถือได้ของข้อมูลและความสามารถในการเก็บรวบรวม

Abstract

    The purposes of this research were to to study, compare relationship and development strategic management and the school's professional learning community under the jurisdiction of the Nakhon Phanom secondary educational service area office, according to the opinions of school administrators and teachers classified by position and school size. The sample group used in the research was 313 people of school administrators and teachers in the academic year 2023, divided into 51 school administrators and 262 teachers from 51 schools by multi-stage random sampling. The research tools were questionnaires and interviews. The quality of the whole questionnaire has the discrimination between .319 - .859 and the reliability was .934 and the level of general administrative effectiveness has discrimination power between .365 - .976 and the reliability was .984. The data collection of the study was collected by a 5-level rating scale questionnaire, Statistics used in data analysis were percentage, mean, standard deviation, hypothesis testing using the t - test (Independent Samples), one - way analysis of variance (One - Way ANOVA), Paired Samples t - Test by Scheffe's method and correlation coefficient by Pearson (Pearson’s Product - Moment Correlation Coefficient)

    The findings were as follows:
        1. Strategic management and the school's professional learning community under secondary educational service area office Nakhon Phanom according to the opinions of school administrators and teachers, Overall and each aspect is at a high level.
        2. The school's professional learning community under secondary educational service area office Nakhon Phanom according to the opinions of school administrators and teachers classified by position and the different of school size found that overall and each aspect is no different. 
        3. Strategic management of school under secondary educational service area office Nakhon Phanom, according to the opinions of school administrators and teachers classified by position and the different of school size found that overall and each aspect is no different. 
        4. Overall the relationship between strategic management and the school's professional learning community of school under the jurisdiction of the Nakhon Phanom secondary educational service area office has a positive relationship. The statistically significant at the level .01 with correlation coefficient (r_xy = 0.897**)
        5. Development guidelines of strategic management and the school's professional learning community of school under secondary educational service area office Nakhon Phanom, there are 6 aspects with high level of correlation between teamwork and general administrative effectiveness of school under secondary educational service area office Nakhon Phanom such as 1) Environmental analysis 2) Direction Setting 3) Strategic planning 4) Strategic execution 5) Strategic control and 6) Evaluation. 
        6. Strategic management and the school's professional learning community covered three sides needing improvement as follows: 1) Environmental analysis, school administrators should provide utilize information about the school environment to plan and implement actions to create a suitable environment. 2) Direction Setting, school administrators or team leaders should provide opportunities for all personnel or team members to participate in expressing opinions, brainstorming, planning, decision - making, implementation, evaluation, and sharing mutual benefits in carrying out work. 3) Strategic control, school administrators should provide define clear roles and responsibilities for personnel, promoting and supporting everyone's participation in setting goals and objectives for the work. and 4) Evaluation, school administrators should provide choose or create clear and relevant performance indicators that align with the goals and objectives of the evaluation, considering the reliability of data and the capability to collect information.
