บทคัดย่อ

งานวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาระดับการบริหารตามหลักธรรมาภิบาลขององค์กรปกครองส่วนท้องถิ่นในเขตจังหวัดหนองบัวลำภู 2) ศึกษาประสิทธิภาพขององค์กรปกครองส่วนท้องถิ่นในเขตจังหวัดหนองบัวลำภู 3) ศึกษาการบริหารตามหลักธรรมาภิบาลที่ส่งผลต่อประสิทธิภาพขององค์กรปกครองส่วนท้องถิ่นในเขตจังหวัดหนองบัวลำภู กลุ่มตัวอย่าง จำนวน 275 คน ใช้วิธีการสุ่มตัวอย่างแบบชั้นภูมิ เครื่องมือในการเก็บรวบรวมข้อมูลใช้แบบสอบถาม สถิติที่ใช้วิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์การถดถอยพหุคูณ ผลการวิจัยพบว่า  1. การบริหารตามหลักธรรมาภิบาลขององค์กรปกครองส่วนท้องถิ่นในเขตจังหวัดหนองบัวลำภู โดยภาพรวมอยู่ในระดับมากที่สุด เมื่อพิจารณารายด้าน พบว่า ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านหลักความคุ้มค่า รองลงมา คือ ด้านหลักความรับผิดชอบ ด้านหลักการมีส่วนร่วม ด้านหลักความโปร่งใส ด้านหลักคุณธรรม และด้านหลักนิติธรรม 2. ประสิทธิภาพขององค์กรส่วนท้องถิ่นในเขตจังหวัดหนองบัวลำภู โดยภาพรวมอยู่ในระดับมากเมื่อพิจารณารายด้าน พบว่า ด้านที่มีค่าเฉลี่ยมากที่สุด คือ ด้านการพัฒนาที่ยั่งยืน รองลงมา คือ ด้านประสิทธิผลของนโยบายและโครงการ ด้านการมีส่วนร่วมของประชาชน ด้านการบริหารจัดการทรัพยากร และด้านการให้บริการสาธารณะ 3. ตัวแปรการบริหารตามหลักธรรมาภิบาล ด้านหลักนิติธรรม ด้านหลักความโปร่งใส ด้านหลักการมีส่วนร่วม และด้านหลักความคุ้มค่า มีอิทธิพลทางบวกต่อตัวแปรประสิทธิภาพขององค์กรปกครองส่วนท้องถิ่นเขตจังหวัดหนองบัวลำภู และสามารถร่วมกันอธิบายความแปรปรวนของตัวแปรประสิทธิภาพขององค์กรปกครองส่วนท้องถิ่นในเขตจังหวัดหนองบัวลำภู ได้ร้อยละ 82

Abstract

This research aims to 1) examine the level of governance based on principles of good governance in local administrative organizations within Nong Bua Lam Phu Province, 2) assess the efficiency of local administrative organizations in Nong Bua Lam Phu Province, and 3) investigate how governance based on good governance  principles affects the efficiency of local administrative organizations in Nong Bua Lam Phu Province. The sample group consisted of 275 individuals selected using stratified random sampling. Data collection was conducted using questionnaires. The statistical methods employed for data analysis included frequency, percentage, mean, standard deviation, and multiple regression analysis. The research findings indicate that 1. The governance according to the principles of good governance of local administrative organizations in Nong Bua Lam Phu Province is overall at the highest level. When considering the specific aspects, it was found that the aspect with the highest average is the principle of value for money, followed by the principles of accountability, participation, transparency, ethics, and the rule of law. 2. The efficiency of local organizations in Nong Bua Lam Phu Province is overall at a high level. When examining the specific aspects, it was found that the aspect with the highest average is sustainable development, followed by the effectiveness of policies and projects, public participation, resource management, and public service provision. 3. The governance variables based on the principles of good governance, including the principle of rule of law, principle of transparency, principle of participation, and principle of cost - effectiveness, have a positive influence on the efficiency of local administrative organizations in Nong Bua Lam Phu Province. Together, these variables explain 82% of the variance in the efficiency of local administrative organizations in Nong Bua Lam Phu Province.
