บทคัดย่อ

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อศึกษา เปรียบเทียบ ศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ของการบริหารตามหลักธรรมาภิบาลในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาขอนแก่น เขต 4 กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ผู้อำนวยการโรงเรียน และครูผู้สอน ประจำปีการศึกษา 2565 จำนวน 316 คน จำแนกเป็น ผู้อำนวยการโรงเรียน จำนวน 54 คน และครูผู้สอน จำนวน 262 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามประมาณค่า 5 ระดับ ประกอบด้วย แบบสอบถามสภาพปัจจุบันการบริหารตามหลักธรรมภิบาล มีค่าความเชื่อมั่นทั้งฉบับ เท่ากับ .987 และแบบสอบถามสภาพที่พึงประสงค์ของการบริหารตามหลักธรรมาภิบาล มีค่าความเชื่อมั่นทั้งฉบับ เท่ากับ .990 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ (Percentage) ค่าเฉลี่ย (Mean) ส่วนเบี่ยงเบนมาตรฐาน (Standard Deviation) ทดสอบสมมติฐานโดยใช้สถิติการทดสอบค่าสถิติที (t-test) การวิเคราะห์ความแปรปรวนทางเดียว ใช้สถิติทดสอบเอฟ F-test (One Way ANOVA) และการคำนวณระดับความต้องการจำเป็นใช้วิธี Modified Priority Needs Index PNI_modified โดยใช้สูตร PNI_modified = (I-D)/ D ผลการวิจัย พบว่า 1. สภาพปัจจุบันการบริหารตามหลักธรรมาภิบาลในโรงเรียน โดยรวมและรายด้าน อยู่ในระดับมาก 2. สภาพที่พึงประสงค์การบริหารตามหลักธรรมาภิบาลในโรงเรียน โดยรวมและรายด้าน อยู่ในระดับมากที่สุด 3. สภาพปัจจุบันการบริหารตามหลักธรรมาภิบาลในโรงเรียน ตามความคิดเห็นของผู้อำนวยการโรงเรียน และครูผู้สอน จำแนกตามสถานภาพการดำรงตำแหน่ง และประสบการณ์ในการปฏิบัติงาน พบว่า โดยรวมไม่แตกต่างกัน และจำแนกตามขนาดของโรงเรียน พบว่า มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 4. สภาพที่พึงประสงค์ การบริหารตามหลักธรรมาภิบาลในโรงเรียน ตามความคิดเห็นของผู้อำนวยการโรงเรียน และครูผู้สอน จำแนกตามสถานภาพการดำรงตำแหน่ง พบว่า โดยรวม มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 ส่วนจำแนกตามขนาดของโรงเรียน และประสบการณ์ในการปฏิบัติงาน พบว่า ไม่แตกต่างกัน 5. ลำดับความต้องการจำเป็นแบบปรับปรุง (PNI_modified) ในการพัฒนาการบริหารตามหลักธรรมาภิบาลในโรงเรียน โดยเรียงลำดับความสำคัญของความต้องการจำเป็นจากมากไปหาน้อย ดังนี้ อันดับแรกมีด้าน คือ ด้านหลักนิติธรรม (PNI_modified= 0.35) รองลงมาด้านหลักประสิทธิผล (PNI_modified = 0.27) ด้านหลักความโปร่งใส (PNImodified = 0.13) ด้านหลักความเสมอภาค (PNI_modified = 0.13) ด้านหลักความรับผิดชอบ ( PNI_modified = 0.12) ด้านหลักการมีส่วนร่วม (PNI_modified = 0.11) ด้านหลักคุณธรรม (PNI_modified = 0.10) ด้านหลักประสิทธิภาพ (PNI_modified = 0.10) ในส่วนด้านที่อยู่อันดับสุดท้ายคือ ด้านหลักฉันทามติ (PNI_modified = 0.07) 6. แนวทางการพัฒนาการบริหารตามหลักธรรมาภิบาลในโรงเรียน ที่ได้จากการลงพื้นที่ศึกษาดูงานโรงเรียนที่มีความเป็นเลิศ (Best Practice) ในการนำหลักธรรมาภิบาลมาใช้ในการบริหารงานจัดการศึกษา จนประสบผลสำเร็จเป็นที่ประจักษ์ควรได้รับการพัฒนาทั้งหมด 4 ด้าน ดังนี้ 1) ด้านหลักนิติธรรม 2) ด้านหลักประสิทธิผล 3) ด้านหลักความโปร่งใส 4) ด้านหลักความเสมอ

Abstract

The purposes of this research were to examine and compare the current and desirable conditions of administration based on good governance principles in schools under Khon Kaen Primary Educational Service Area Office 4. The sample group in the research consisted of 316 participants, including 54 school directors and 262 teachers in the academic year 2022. The research instrument was a set of 5-level rating questionnaires on current conditions of administration based on good governance principles with the reliability of .987 and desirable conditions of administration based on good governance principles with the reliability of .990. Statistics for data analysis were percentage, mean, and standard deviation. The hypothesis was tested by using t-test, and One-Way ANOVA. The Modified Priority Needs Index with the PNI_modified = (I-D)/D formula was employed to calculate the needs. The findings were as follows: 1. The current conditions of administration based on good governance principles in schools were, overall and in each aspect, at a high level. 2. The desirable conditions of administration based on good governance principles in schools were, overall and in each aspect, at the highest level. 3. The overall current conditions of administration based on good governance principles in schools, as perceived by participants, classified by position and work experience were not different, but there were differences at the .01 level of significance in school sizes. 4. The desirable conditions based on good governance principles in schools, as perceived by participants with different positions, showed differences at the .01 level of significance, whereas, in terms of work experience, there were no differences.  5. The administration based on good governance principles in schools was ranked in order of importance from the most to the least needs as follows: The Rule of Law (PNImodified = 0.35), followed by Efficiency (PNI_modified = 0.27), Transparency (PNI_modified = 0.13), Equality (PNI_modified = 0.13), Responsibility (PNI_modified = 0.12), Participation (PNI_modified = 0.11), Morality (PNI_modified = 0.10), Effectiveness (PNI_modified = 0.10), and Consensus (PNI_modified = 0.07).  6. Guidelines for developing administration based on good governance principles in schools were derived from exemplary best practices, which successfully implemented good governance principles in educational administration. However, improvements are required in four aspects as follows: 1) The Rule of Law, 2) Efficiency, 3) Transparency, and 4) Equality.
