บทคัดย่อ

การศึกษาวิจัยในครั้งนี้มีความมุ่งหมายเพื่อศึกษา สภาพที่เป็นจริง สภาพที่พึงประสงค์ ความต้องการจำเป็น และหาแนวทางการพัฒนาการใช้เทคโนโลยีสารสนเทศเพื่อการบริหารงานในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 2 กลุ่มตัวอย่าง ได้แก่ บุคลากรในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 2 ปีการศึกษา 2565 จำนวน 329 คน จำแนกเป็นเป็นผู้บริหารสถานศึกษา จำนวน 108 คน และครูผู้สอน จำนวน 221 คน โดยใช้การสุ่มตัวอย่างแบบแบ่งชั้น (Stratified random sampling) เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามเกี่ยวกับสภาพที่เป็นจริงและสภาพที่พึงประสงค์ของการใช้เทคโนโลยีสารสนเทศเพื่อการบริหารงานในโรงเรียน โดยสภาพที่เป็นจริงของแบบสอบถามของการใช้เทคโนโลยีสารสนเทศเพื่อการบริหารงานในโรงเรียนมีค่าอำนาจจำแนกอยู่ระหว่าง 0.43 - 0.97 และมีค่าความเชื่อมั่น เท่ากับ .81 และแบบสอบถามสภาพที่พึงประสงค์ มีค่าอำนาจจำแนกอยู่ระหว่าง 0.44 - 0.96 และค่าความเชื่อมั่นเท่ากับ .96 ตามลำดับ สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น ผลการวิจัย พบว่า 1. การใช้เทคโนโลยีสารสนเทศเพื่อการบริหารงานในโรงเรียน สภาพที่เป็นจริงโดยรวมอยู่ในระดับมากส่วนสภาพที่พึงประสงค์ของโดยรวมอยู่ในระดับมากที่สุด 2. สภาพที่เป็นจริงของการใช้เทคโนโลยีสารสนเทศเพื่อการบริหารงานในโรงเรียน จำแนกตามสถานภาพฃการดำรงตำแหน่ง โดยรวม พบว่า มีความแตกต่างกัน จำแนกตามประสบการณ์ในการปฏิบัติงาน พบว่า ไม่แตกต่างกันแตกต่างกัน และจำแนกตามขนาดโรงเรียน โดยรวม พบว่า มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 3. สภาพที่พึงประสงค์ของการใช้เทคโนโลยีสารสนเทศเพื่อการบริหารงานในโรงเรียน จำแนกตามสถานภาพการดำรงตำแหน่ง พบว่า โดยรวมและรายด้านไม่แตกต่างกัน จำแนกตามประสบการณ์ในการปฏิบัติงาน โดยรวมและรายด้าน พบว่า ไม่แตกต่างกัน และจำแนกตามขนาดโรงเรียน โดยรวม พบว่า มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01

Abstract

This research study aimed to examine the current and desirable conditions and needs and to establish guidelines for developing information technology (IT) utilization for administration in schools under Sakon Nakhon Primary Educational Service Area Office 2. The sample group, obtained through stratified random sampling consisted of 329 personnel, including 108 school administrators and 221 teachers working in schools under Sakon Nakhon Primary Educational Service Area Office 2, in the 2022 academic year. The research instruments for data collection were sets of questionnaires on the current and desirable conditions of IT utilization for school administration with the discriminative power ranging from 0.43 to 0.97 and from 0.44 to 0.96 with the reliability of 81, and 96, respectively. Qualitative data analysis included percentage, mean, standard deviation, and Priority Needs Index. The findings were as follows: 1. The IT utilization for school administration in the current conditions was overall at a high level and the highest level in terms of the overall desirable conditions. 2. The current conditions for IT utilization in school administration showed significant differences in terms of positions. There were no significant differences observed in work experience. In terms of school sizes, there were significant differences in overall IT utilization at the .01 level of significance. 3. The desirable conditions for IT utilization in school administration showed no significant differences observed in positions and work experience, either overall or in each aspect. The overall IT utilization was significantly different at the .01 level of significance among different school sizes. 4. The identified needs for developing IT utilization in school administration were ranked the most needs in order of importance encompassing: Academic Work, Budgeting, Personnel Management, and General Administration. 5. Guidelines for developing IT utilization in school administration, drawing on best practice case studies that rank in the top three aspects: 1) Academic Work, which involves leveraging IT to support academic activities such as ready-made program utilization for academic purposes, learning material creation, and online data collection for measurement and evaluation purposes, 2) Budgeting, entails utilizing ready-made programs for budget requisition and procurement price calculation and presenting annual budgeting operational plans via websites, and 3) General Administration, which covers the use of the Internet-based solutions for official document management, school public relations, and the student admission process
