บทคัดย่อ

การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อศึกษาบทบาทของผู้บริหารสถานศึกษาในการส่งเสริมการบริหารงานสภานักเรียนของโรงเรียนมัธยมศึกษาในสังกัดสำนักงานเขตพื้นที่มัธยมศึกษาพิษณุโลก อุตรดิตถ์ กลุ่มตัวอย่างที่ใช้ในการศึกษา ได้แก่ ผู้บริหารสถานศึกษา และหัวหน้างานส่งเสริมประชาธิปไตยของโรงเรียนมัธยมศึกษา ในสังกัดสำนักงานเขตพื้นที่มัธยมศึกษาพิษณุโลก อุตรดิตถ์ จำนวนทั้งสิ้น 104 คน ประกอบด้วย ผู้บริหารสถานศึกษา จำนวน 52 คน และหัวหน้างานส่งเสริมประชาธิปไตย จำนวน 52 คน จากการกำหนดจำนวนขนาดกลุ่มตัวอย่างโดยสุ่มโดยวิธีแบ่งชั้น และเครื่องมือที่ใช้ในการวิจัยคือ แบบสอบถามมีลักษณะเป็นแบบมาตราส่วนประมาณค่า (Rating Scale) 5 ระดับ มีค่าอำนาจจำแนกอยู่ระหว่าง 0.60 – 1.00 และค่าความเชื่อมั่นเท่ากับ 0.967 สถิติที่ใช้วิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัย พบว่า บทบาทของผู้บริหารสถานศึกษาในการส่งเสริมการบริหารงานสภานักเรียนของโรงเรียนมัธยมศึกษาในสังกัดสำนักงานเขตพื้นที่มัธยมศึกษาพิษณุโลก อุตรดิตถ์ ในภาพรวมอยู่ในระดับมาก ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านการส่งเสริมสนับสนุน รองลงมา คือด้านการกำหนดนโยบายและแนวทางปฏิบัติ และด้านการนิเทศและติดตาม ตามลำดับ และด้านที่มีค่าเฉลี่ยต่ำสุดคือ ด้านการประเมินผลและรายงาน

Abstract

This research aimed to study the role of school administrators in promoting the student council administration of secondary schools under the Secondary Educational Service Area Office Phitsanulok Uttaradit. The research was conducted with 52 administrators and 52 heads of Democracy Promotion in the schools under the Secondary Educational Service Area Office Phitsanulok Uttaradit which were 104 participants in total and the participants were selected by employing stratified sampling technique. The research instrument was five-point  Likert’s rating scale questionnaire with the IOC results between 0.60-1.00 and the value of reliability of the questionnaire was 0.967. The data were statistically analyzed by using mean scores and standard deviation.  The findings revealed that  The role of school administrators in promoting the student council administration of secondary schools under the Secondary Educational Service Area Office Phitsanulok Uttaradit was overall at high levels. The aspect that gained highest mean score was activity promotion and the second most aspect was policy formulation and guidelines, and supervision and monitoring respectively. The aspect that had lowest mean score was assessment and report.
