บทคัดย่อ

การวิจัยนี้เป็นวิธีการวิจัยแบบผสมผสานทั้งการวิจัยเชิงปริมาณและเชิงคุณภาพ ซึ่งมีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ของทักษะผู้บริหารสถานศึกษาในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเพชรบูรณ์ เขต 1 และ 2) ศึกษาแนวทางการพัฒนาทักษะผู้บริหารสถานศึกษาในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเพชรบูรณ์ เขต 1 กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ครูในสถานศึกษาขั้นพื้นฐานสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเพชรบูรณ์ เขต 1 ปีการศึกษา 2564 จำนวน 335 คน โดยใช้การสุ่มแบบหลายขั้นตอน ผู้ให้ข้อมูลในการสัมภาษณ์ เป็นผู้บริหารสถานศึกษาจากสถานศึกษาที่มีผลการประเมินคุณภาพภายนอก จากสำนักงานรับรองมาตรฐานและประเมินคุณภาพการศึกษา (องค์การมหาชน) ระดับดีขึ้นไป หรือสถานศึกษาที่ได้รับเลือกเป็นโรงเรียนมาตรฐานสากล และหรือสถานศึกษารางวัลพระราชทาน จำนวน 5 คน เครื่องมือที่ใช้วิจัย ประกอบด้วย แบบสอบถามแบบมาตรวัดประมาณค่า 5 ระดับ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา ผลการวิจัย พบว่า 1. สภาพปัจจุบันของการพัฒนาทักษะของผู้บริหารสถานศึกษาในศตวรรษที่ 21 ในภาพรวมมีค่าเฉลี่ยอยู่ในระดับปานกลาง สภาพที่พึงประสงค์ของการพัฒนาทักษะของผู้บริหารสถานศึกษาในศตวรรษที่ 21 ในภาพรวมมีค่าเฉลี่ยอยู่ในระดับมากที่สุด ส่วนค่าดัชนีความต้องการจำเป็นเรียงลำดับสูงสุดไปต่ำสุด คือ ทักษะการบริหารจัดการองค์การ ทักษะด้านมนุษยสัมพันธ์ ทักษะการสื่อสาร ทักษะการคิดวิเคราะห์และการคิดสร้างสรรค์ และทักษะทางเทคโนโลยี และการใช้ดิจิทัลตามลำดับ 2. แนวทางการพัฒนาทักษะของผู้บริหารสถานศึกษาในศตวรรษที่ 21 ประกอบด้วย 4 องค์ประกอบ คือ 1) หลักการพัฒนา 2) วัตถุประสงค์การพัฒนา 3) แนวทางการพัฒนา และ 4) เงื่อนไขความสำเร็จ

Abstract

This research is a mixed method of both quantitative and qualitative research. The objectives of this study were to 1) study the current state and the desirable condition of the skills of school administrators in the 21st century under the Phetchabun Primary Educational Service Area Office 1 and 2) to study the guidelines for developing the skills of the school administrators in the 21st century. 21 under Phetchabun Primary Educational Service Area Office 1 academic year 2021. The sample group used in this research was 335 teachers in basic education institutes under Phetchabun Primary Educational Service Area Office 1, using multistage randomization method. and informants in interviews be an educational institution administrator from an educational institution with external quality assessment results from the Office for Accreditation and Quality Assessment (Public Organization) to a better level or an educational institution that has been selected as an international standard school and or educational institutions with royal awards, amounting to 5 people The research tools consisted of a 5-level estimation scale questionnaire. The statistics used for data analysis were frequency, percentage, mean, standard deviation. and content analysis The results of the research were found that 1. The overall condition of the skills development of school administrators in the 21st century was average at a moderate level. Desirable Conditions of Skill Development of School Administrators in the 21st Century Overall, the average was at the highest level. As for the needs index, in order from highest to lowest, was organization management skills. interpersonal skills communication skills Analytical and creative thinking skills and technological skills and the use of digital respectively. 2. Approaches for developing skills of school administrators in the 21st century consist of 4 components: 1) development principles 2) development objectives 3) development guidelines and 4) conditions for success.
