บทคัดย่อ

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาการระดมทรัพยากรเพื่อการศึกษาของประเทศอังกฤษและประเทศออสเตรเลีย 2) เปรียบเทียบการระดมทรัพยากรเพื่อการศึกษาของประเทศอังกฤษและประเทศออสเตรเลียและ 3) วิเคราะห์ปัจจัยที่ส่งผลต่อการระดมทรัพยากรเพื่อการศึกษาของประเทศอังกฤษและประเทศออสเตรเลียผู้วิจัยใช้วิธีการศึกษาวิจัยโดยการศึกษาเอกสารที่เกี่ยวข้องกับการระดมทรัพยากรเพื่อการศึกษาของประเทศอังกฤษและประเทศออสเตรเลีย และวิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา ผลการวิจัย พบว่า 1 แนวคิดและหลักการในการะดมทรัพยากรเพื่อการศึกษาของประเทศอังกฤษ กระทรวงการศึกษากระจายเงินให้กับหน่วยงานกองทุนด้านการศึกษาและทักษะกำกับดูแลบริหารการเงินและหน่วยงานท้องถิ่นเป็นผู้ดำเนินการ ขณะที่ประเทศออสเตรเลียให้ความสำคัญกับเรื่องของการลดความเหลื่อมล้ำของผู้เรียนการดำเนินงานแบ่งเป็น 3 ระดับคือ รัฐบาลกลาง รัฐบาลรัฐ และรัฐบาลเขต 2. วิธีการระดมทรัพยากรเพื่อการศึกษาประเทศอังกฤษและออสเตรเลียมีความเหมือนกัน คือ แบ่งเป็นการระดมทรัพยากรที่เป็นเงินและไม่ใช่เงิน และมีวิธีการระดมทรัพยากรที่เป็นทางการผ่านหน่วยงานภาครัฐ และไม่เป็นทางการผ่านการระดมทุนของครอบครัว ชุมชน และภาคเอกชน 3. ปัจจัยที่ส่งผลต่อการระดมทรัพยากรเพื่อการศึกษาของประเทศอังกฤษ คือ ความเข้มแข็งและการร่วมมือระหว่างกองทุนด้านการศึกษา รวมถึงภาวะผู้นำกองทุน ขณะที่ประเทศออสเตรเลีย คือ นโยบายการระดมทรัพยากรเพื่อการศึกษาที่ครอบคลุมในทุกระดับ การสร้างวัฒนธรรมการมีส่วนร่วมระหว่างโรงเรียนและชุมชน

Abstract

The objectives of this research article are: 1) to study mobilization of resources for education in England and Australia, 2) to compare England and Australia’s educational resource mobilization and, 3) to analyze the factors affecting the mobilization of resources for education in England and Australia. The researcher used the document research method by studying documents related to resource mobilization of England and Australia and analyzing the data by content analysis. The results show that; 1. Concepts and principles for mobilizing resources for education in England are responsible by the Ministry of Education, which distributes the funds to the Education and Skills Funding Agency as the operators. On the contrary, Australia focuses on reducing student inequality and the operations are divided into three levels: federal government, state government, and territory government. 2. The methods of mobilizing resources for education in the UK and Australia are the same. They can be divided into monetary and non-monetary resources, and there is a formal way of mobilizing resources through government agencies and informally through family, community, and private fundraising. 3. Factors affecting the mobilization of resources for education in England are the strength and cooperation between Education and Skills Funding Agency including funding agency leadership. In contrast, an essential factor in Australia is a comprehensive policy of mobilizing educational resources at all levels, creating a culture of participation between schools and communities.
