บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบันในการบริหารงานโรงเรียนคุณธรรมและ 2) สร้างแนวปฏิบัติที่เป็นเลิศในการบริหารงานโรงเรียนคุณธรรม กลุ่มตัวอย่าง ได้แก่ โรงเรียนคุณธรรม สพฐ. อำเภอสองพี่น้อง จังหวัดสุพรรณบุรี กลุ่มผู้ให้ข้อมูล ได้มาด้วยวิธีการเลือกแบบเจาะจง ประกอบด้วย 1) กลุ่มผู้ให้สัมภาษณ์ ได้แก่ ผู้บริหารสถานศึกษาในโรงเรียนคุณธรรม สพฐ. ที่มีแนวปฏิบัติที่เป็นเลิศ จำนวน 3 คน โดยใช้วิธีการสัมภาษณ์เชิงลึกและ 2) กลุ่มผู้ยืนยันข้อมูล ได้แก่ ผู้บริหารสถานศึกษา ครู บุคลากรทางการศึกษา ตัวแทนจากผู้ปกครอง ตัวแทนกรรมการบริหารสถานศึกษา จำนวน 12 คน โดยใช้วิธีการสนทนากลุ่ม เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสำรวจเอกสาร แบบสัมภาษณ์ และแบบสังเกต วิเคราะห์ข้อมูลโดยการหาค่าความถี่ ร้อยละ และการวิเคราะห์เนื้อหา  ผลการวิจัย พบว่า 1. สภาพปัจจุบันของแนวปฏิบัติที่เป็นเลิศในการบริหารงานโรงเรียนคุณธรรม พบว่ามีการจัดทำเอกสารการปฏิบัติงานครอบคลุมและครบถ้วนตามองค์ประกอบการบริหารงานโรงเรียนคุณธรรม มีรูปแบบการจัดทำตามคู่มือดำเนินการตามตัวชี้วัด จัดเรียงเป็นหมวดหมู่ จัดทำรายละเอียดการดำเนินการได้ถูกต้อง มีความชัดเจนทุกขั้นตอนการพัฒนา และสรุปผลการดำเนินงานได้สอดคล้องกับตัวชี้วัด 2. แนวปฏิบัติที่เป็นเลิศในการบริหารงานโรงเรียนคุณธรรม พบว่า รูปแบบการขับเคลื่อนโรงเรียนคุณธรรม ประกอบด้วย การวิเคราะห์นโยบาย การวางแผน การกำหนดเป้าหมาย การสร้างชุมชนแห่งการเรียนรู้ทางวิชาชีพการพัฒนาสมรรถนะครู การปฏิบัติตามแผน การนิเทศติดตาม และการประเมินผล สำหรับองค์ประกอบการประเมินโรงเรียนคุณธรรม ประกอบด้วย ความพอเพียง ความกตัญญู ความซื่อสัตย์ ความรับผิดชอบ และอุดมการณ์คุณธรรมซึ่งมีความเหมาะสม มีความเป็นไปได้ มีความถูกต้อง และมีประโยชน์ในการนำไปใช้เป็นแนวทางในการดำเนินงานโรงเรียนคุณธรรมเพื่อให้ผ่านการประเมินในระดับ 3 ดาวขึ้นไป

Abstract

This research aimed to: 1) identify the current condition in the best practices of moral school management;  and 2) create the best practice of moral school management. Research sample was moral schools of OBEC in Songphinong District, Suphanburi Province. The informants derived by purposive selection which consisted of 1) school administrators in the best practice of moral schools of OBEC, totally 3 respondents, used by in-depth interview methods, and 2) school administrators, teachers, educational personnel, representative from parents, and representatives of the educational institution committees, totally 12 respondents used by focus group. Research instruments were document survey form, interview form, and observation form. Data were analyzed by frequency, percentage, and content analysis. The results were as follows: 1. Current conditions in the best practice for the moral school management of OBEC found that management process had a comprehensive and complete performance document according to the elements of moral school administration, develop guidelines for implementing indicators organized into categories, provide accurate and clear details of all stages of development, and summarize the results of operations in accordance with the indicators. 2. The best practice for the moral school management of OBEC found that 1) the moral school implementation consists of policy analysis, planning, goal setting, professional learning community (PLC),  teacher competency development, action, supervision, and evaluation; and 2) the moral school assessment components consisted of sufficiency, gratitude, honesty responsibility and moral ideology which is appropriate, possible, accurate, comprehensive, and useful to be guidelines for conducting moral schools to pass a rating of at least 3 stars.
