บทคัดย่อ

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อศึกษาปัจจัยทางการบริหารที่ส่งผลต่อประสิทธิผลการบริหารโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษานครพนมกลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ผู้บริหารโรงเรียนและครูผู้สอนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษานครพนม จำแนกเป็นผู้บริหารโรงเรียน จำนวน 65 คน และครูผู้สอน จำนวน 260 คน รวมทั้งสิ้น 325 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามประมาณค่า 5 ระดับ จำนวน 2 ด้าน ด้านที่ 1 ปัจจัยทางการบริหาร มีค่าอำนาจจำแนกระหว่าง .469 - .880 และมีค่าความเชื่อมั่น เท่ากับ .977 ด้านที่ 2 ประสิทธิผลการบริหารงานของโรงเรียน มีค่าอำนาจจำแนกอยู่ระหว่าง .591 - .853 และมีค่าความเชื่อมั่น เท่ากับ .980 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ทดสอบสมมติฐานโดยใช้การวิเคราะห์ t-test, F-test (One-way ANOVA) ใช้ค่าสหสัมพันธ์อย่างง่ายของเพียร์สัน (Pearson’s Product-Moment Correlation) และการวิเคราะห์การถดถอยพหุคูณแต่ละขั้นตอน (Stepwise Multiple Regression Analysis) ผลการวิจัยพบว่า 1. ปัจจัยทางการบริหารและประสิทธิผลการบริหารงานของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษานครพนม ตามความคิดเห็นของผู้บริหารโรงเรียน และครูผู้สอน โดยรวม อยู่ในระดับมาก 2. ปัจจัยทางการบริหารและประสิทธิผลการบริหารงานของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษานครพนม ตามความคิดเห็นของผู้บริหารโรงเรียนและครูผู้สอน โดยรวม ไม่แตกต่างกัน 3. ปัจจัยทางการบริหารและประสิทธิผลการบริหารงานของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษานครพนม ตามความคิดเห็นของผู้บริหารโรงเรียน และครูผู้สอนที่ปฏิบัติงานอยู่ในโรงเรียนขนาดแตกต่างกัน โดยรวม ไม่แตกต่างกัน 4. ปัจจัยทางการบริหารและประสิทธิผลการบริหารงานของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษานครพนม ตามความคิดเห็นของผู้บริหารโรงเรียน และครูผู้สอน ที่มีประสบการณ์ในการปฏิบัติงานแตกต่างกัน โดยรวม ไม่แตกต่างกัน 6. ปัจจัยทางการบริหารโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษานครพนม การบริหารจัดการ งบประมาณ และการพัฒนาบุคลากร มีอำนาจพยากรณ์ประสิทธิผลการบริหารงานของโรงเรียน โดยรวมอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 บรรยากาศและวัฒนธรรมองค์การ และเทคโนโลยีสารสนเทศ มีอำนาจพยากรณ์ประสิทธิผล การบริหารงานของโรงเรียน โดยรวมอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 7. ปัจจัยทางการบริหาร ที่ควรได้รับการพัฒนา จำนวน 5 ด้าน ได้แก่ 7.1) การบริหารจัดการ กำหนดวิสัยทัศน์ร่วม เพื่อความสำเร็จของสถานศึกษาทั้งเชิงปริมาณและคุณภาพ เน้นการทำงานเป็นทีมจัดการแบบมีส่วนร่วม 7.2) งบประมาณ จัดทำแผนปฏิบัติการตามแผนพัฒนาใช้การมีส่วนร่วมในการพิจารณาโครงการ 7.3) การพัฒนาบุคลากร เปิดโอกาสให้พัฒนาตนเอง เช่น การประชุม สัมมนา ศึกษาต่อ มีการร่วมแลกเปลี่ยนเรียนรู้ 7.4) บรรยากาศและวัฒนธรรมองค์การ กำหนดทิศทางการนำองค์การ บริหารภาพลักษณ์ และสร้างความรับผิดชอบต่อสังคม และให้เกียรติผู้อาวุโส ปฏิบัติหน้าที่ตามคำสั่ง มอบหมายงานที่ชัดเจน 7.5) เทคโนโลยีสารสนเทศมีนโยบาย มีแผนงานในการนำเทคโนโลยีสารสนเทศมาใช้ในการจัดการเรียนการสอน และการพัฒนางาน

Abstract

The purpose of this research was to study administrative factors affecting the effectiveness of school administration under Nakhon Phanom Secondary Education Service Area Office. The sample group used in the research were school administrators. and teachers under the Nakhon Phanom Secondary Educational Service Area Office Classified into 65 school administrators and 260 teachers, totaling 325 people. The research instrument was a 5-level questionnaire, 2 aspects. The discriminant power was between .469 - .880 and the confidence value was .977. The second aspect was the effectiveness of school administration. The classification power was between .591 - .853 and the confidence value was .980. The statistics used in the data analysis were frequency, percentage, mean and standard deviation. The hypothesis was tested using t-test analysis, F-test (One-way ANOVA), Pearson's Product-Moment Correlation, and Stepwise Multiple Regression analysis. Administrative factors and administrative effectiveness of schools under the Nakhon Phanom Secondary Education Service Area Office According to the opinions of school administrators and teachers, overall, there was no difference. 3. Administrative Factors and Administration Effectiveness of Schools Under the Nakhon Phanom Secondary Education Service Area Office according to the opinions of the school administrators and teachers working in schools of different sizes overall were not different. 4. Administrative factors and administrative effectiveness of schools under the Nakhon Phanom Secondary Education Service Area Office According to the opinions of the school administrators and teachers who had different working experiences, overall, they were not different. 5. Relationship between administrative factors and administrative effectiveness of schools under Nakhon Phanom Secondary Education Service Area Office There was a statistically significant positive correlation at the .01 level. 6. Administrative factors of schools under the Nakhon Phanom Secondary Education Service Area Office Management, budget and human resource development have the power to predict the effectiveness of school administration Overall, it was statistically significant at the .01 level of atmosphere and organizational culture. And information technology have the power to predict the effectiveness of school administration Overall, it was statistically significant at the .05 level. 7. Administrative factors that should be developed in 5 areas: 7.1) Management Establish a common vision for the success of educational institutions both quantitatively and qualitatively Emphasis on teamwork, participatory management 7.2) Budget: Prepare an action plan according to the development plan, using participation in project considerations. 7.3) Personnel development Opportunity to develop yourself such as meetings, seminars, continuing education, sharing knowledge 7.4) Organizational atmosphere and culture set the direction of leading the organization image management and create social responsibility and honor the elders perform duties according to orders Assign clear tasks 7.5) Information technology has a policy There is a roadmap for using information technology in teaching and learning management. And work development
