บทคัดย่อ

การวิจัยครั้งนี้เป็นวิจัยแบบผสมผสาน โดยมีขั้นตอนการวิจัยแบ่งออกเป็น 2 ระยะ ได้แก่ระยะที่ 1 เพื่อศึกษาสภาพการบริหารทรัพยากรทางการศึกษา และเปรียบเทียบสภาพการบริหารทรัพยากรทางการศึกษา ของสถานศึกษาภาครัฐสังกัดสำนักงานคณะกรรมการการอาชีวศึกษา ในภาคตะวันออกเฉียงเหนือ ตัวอย่างที่ใช้ในการวิจัย ได้แก่ ผู้บริหารสถานศึกษา จำนวน 164 คน ได้มาโดยสุ่มตัวอย่างแบบชั้นภูมิ เครื่องมือที่ใช้ในการวิจัยคือ แบบสอบถาม มีค่าความเชื่อมั่นเท่ากับ .98 และค่าอำนาจจำแนกระหว่าง 0.38–0.91 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์ความแปรปรวนทางเดียว ระยะที่ 2 เพื่อหาแนวทางการบริหารทรัพยากรทางการศึกษา ผู้ให้ข้อมูลหลัก จำนวน 5 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสัมภาษณ์แบบมีโครงสร้าง วิเคราะห์ข้อมูลด้วยการวิเคราะห์เนื้อหา ผลการวิจัย พบว่า 1. สภาพการบริหารทรัพยากรทางการศึกษาโดยรวม และรายด้านอยู่ในระดับมาก ด้านที่มีการบริหารทรัพยากรทางการศึกษามากที่สุด ได้แก่ ด้านทรัพยากรด้านการบริหารจัดการ รองลงมาคือ ด้านเวลา ด้านการเงิน ด้านบุคคล ด้านวัสดุอุปกรณ์ และอาคารสถานที่ และเทคโนโลยีสารสนเทศ 2. ผลการเปรียบเทียบการบริหารทรัพยากรทางการศึกษา จำแนกตามประเภทของสถานศึกษาแตกต่างกัน พบว่ามีความคิดเห็นเกี่ยวกับการบริหารทรัพยากรทางการศึกษาโดยรวมแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ระดับการจัดการศึกษา และขนาดของสถานศึกษา โดยรวมไม่แตกต่างกัน 3. แนวทางการบริหารทรัพยากรทางการศึกษาของสถานศึกษาภาครัฐ สังกัดสำนักงานคณะกรรมการการอาชีวศึกษาในภาคตะวันออกเฉียงเหนือ ได้แก่ 1) สถานศึกษาควรดำเนินการตามวงจร PDCA ในแผนปฏิบัติการประจำปี และแผนพัฒนาสถานศึกษา 2) สถานศึกษาควรจัดทำ และเผยแพร่รายงานการประเมินตนเองของสถานศึกษา (SAR : Self-Assessment Report) แก่ผู้มีส่วนได้เสียได้รับทราบ และนำข้อมูลมาใช้ในการวางแผนบริหารทรัพยากรทางการศึกษา 3) สถานศึกษาควรจัดให้มีการใช้ Application ในการจัดการเรียนการสอน เช่น Line, Facebook, Google Meet, Google Classroom, YouTube เป็นต้น และ 4) ผู้บริหารสถานศึกษาควรบริหารสถานศึกษาด้วยหลักธรรมาภิบาล

Abstract

This research is a mixed methods research with 2 phases of research. Phase 1 was to study the educational resources management and compare the educational resources management of public school affiliation office of the Vocational Education Commission in Northeast. The sampling population of 164 school administrators proportional stratified random sampling. The research instrument was questionnaire with a reliability coefficient of 0.98 and discrimination between 0.38–0.91. The statistics used for analyzing the collected data were percentage, mean, standard deviation and F-test (One-way ANOVA) Phase 2 was to find the guideline for educational resources management. The in-depth interview of 5 persons. The instrument used for gathering information was the structured interview. The data analysis was completed by content analysis.  The research findings were as follows: 1. The level of management educational resources was a high level in overall and in each. High level the list was the management resources, followed by the time resources, financial resources, human resources, physical resources and information technology resources. 2. A comparison of management of educational resources school ware type significantly different at the lever of .05, level of education and school size overall were not different.  3. The guidelines of management educational resources of public school affiliation office of the Vocational Education Commission in Northeast. 1) Educational institutions should implement the PDCA cycle in their annual action plans and educational institution development plans 2) Educational institutions should prepare and disseminate the school's self-assessment report (SAR : Self-Assessment Report) to the stakeholders and use the information for planning educational resource management. 3) Educational institutions should provide the use of applications to manage teaching and learning such as Line, Facebook, Google Meet, Google Classroom, YouTube, etc. And 4) School administrators should manage educational institutions with good governance.
